SUMMARY

This is a full-time exempt position that is responsible to apply the principles of accounting to analyze financial information and prepare financial reports. Primary work hours will be Monday through Friday, 8:30am to 4:30pm with a 30-minute lunch (37.5 hours/week) unless otherwise agreed upon.

Compliance:

As with all WCSI positions, it is the expectation that employees adhere to WCSI, County, State and Federal guidelines, regulation, policies and laws which govern the business and service of WCSI.This position requires the employee to perform their daily job duties and responsibilities in a structured work environment.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Include the following, (other duties may be assigned as deemed necessary by the Chief Fiscal Officer (CFO):

Accounting Duties:

  • Maintains Accounting Systems Integrity
  • Preparation of Monthly Financial Reports
  • Monthly Balance Sheet Account Reconciliations
  • General Ledger
  • Accounts Payable
  • Fixed Assets
  • Payroll
  • Accounts Receivable
  • Purchasing

Compliance:

Adheres to WCSI, county, state, and federal regulations governing the BH/IDD service provisions. Attends specially designed training program provided through WCSI, county, state, and federal agencies. Additional compliance related duties include:

  • Performs various internal audits to be in compliance with agency regulations
  • Conducts a minimum of 5 internal fiscal audits annually unless otherwise instructed
  • Performs and maintains a leadership role at all compliance committees.
  • Maintains satisfactory attendance with compliance meetings
  • Develop, implement, and monitor fiscal procedures to promote and maintain efficient and accurate fiscal operations.
  • Analyze the fiscal impact of proposals, programs, contracts, legislation, and other matters that affect the fiscal operations of a department and develop recommendations for management action.
  • Prepare and monitor the fiscal aspects of contracts, grants, and service agreements to assure proper compliance with terms and provisions.
  • Analyze information, project consequences, formulate alternative solutions, and make appropriate recommendations.
  • Read, interpret, and apply pertinent laws, codes, regulations, and standards, including administrative and departmental policies and procedures.
  • In conjunction with the training and education department, make written and oral presentations to management, staff, and external auditors.
  • Collaborate as assigned with the WCSI Compliance/Quality Specialist.

Oversees process for bank statements by Fiscal Technicians. Conducts internal audits. Assists Department Manager in review of Accounts Receivable. Assists Department Manager in development of Budget, Medical Assistance rates and Overhead Allocation. Oversees daily activities

of Fiscal Technicians. Maintains and improves internal controls. Reconciles General Ledger accounts. Participates in the receipt and deposit of cash receipts. Oversees process of placing accounts for collection and write off. Reviews, posts and processes a variety of financial payroll or audit documents. Post data to General Ledger accounts from subsidiary reports and paper, takes trial balances and prepares financial reports. Maintains expenditure and budgetary control accounts and prepares reports relating to account and fiscal status. Performs various internal audits to be in compliance with agency regulations. Maintain and update department spread sheets as directed by the Fiscal Manager.

Purchasing Duties:

Maintains strict adherence to the Agency's Purchasing Policy and County 4300 Regulations regarding all purchases and bidding procedures. Works with Agency vendors on competitive bidding, developing specifications and providing recommendations.

Administrative Duties:

Exercises good time management skills. Recommends new or revised procedures and maintains and improves internal control. Develops fiscal and reporting systems for all new services/programs, integrating them with the existing system. Analyzes systems and results to ensure that they meet the needs of the agency, staff and funding sources. As directed by the Department Manager, acts as liaison with appropriate County staff and coordinates the implementation of county procedural changes. Develops and produces special reports as needed by administrative and supervisory personnel. Active in Quality and Compliance initiatives. Analyzes reports, gives recommendations and developing strategies on how to improve quality.

Education and/or Experience:

Bachelor?s Degree in Accounting or related field with a minimum of three (3) years accounting and general ledger experience.

Language Skills:

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, and governmental regulations. Ability to write reports, letters, memos, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

Certificates, Licenses, Registrations:

Valid PA Driver?s License, Proof of Valid Auto Insurance, Act 34 (Criminal Record), and Act 33 (Child Abuse). There will be monthly screenings of PA Medicheck List, LEIE and SAM.

Other:

As with all WCSI positions, this position will adhere to all random drug screening requirements, as set forth by WCSI Policy.

Physical/Mental Demands:

While performing the duties of this job, the employee is regularly required to operate a motor vehicle, sit stand, walk, bend and lift objects of up to 10 pounds. The employee regularly uses a computer, phone, fax, copier and other essential office equipment to carry out daily work assignments.

Substantial problem solving in response to urgent/emergency situations, which may require immediate action. Ability to apply principles of leadership and management in daily practice.

Work Environment:

While performing the duties of this job, the employee regularly works in an office environment and is occasionally exposed to outside weather conditions. The noise level in the work environment is usually moderate.
