Assistant Director, Project Management & Construction

The Department of Residential Facilities (DRF) is responsible for the facilities management of 3+ million square feet of residence halls in 50+ buildings and several recreational facilities on the College Park campus. The department employs 250 exempt and nonexempt employees. The Staffing Manager is part of a 4-person unit and reports to the Assistant Director, Employee Services. The position oversees all recruitment and onboarding activities for the department.

RESPONSIBILITIES:

The position provides overall leadership of Project Management and Construction projects within the Department of Residential Facilities. The position oversees the planning, management and execution of a diverse set of capital building, infrastructure, life safety and site projects. Through supervision/ leadership of section staff, the incumbent is required to ensure:

  • The Capital Improvement Program is developed and executed each year,
  • Building conditions/problems are identified and converted to capital projects,
  • Project requirements and specifications are well written and clearly communicated,
  • Project schedules are coordinated with building occupancies, campus agencies, University departments and all appropriate stakeholders,
  • Projects are completed on schedule, budget and within developed quality standards.

The position assists with the department’s management of the capital building renovation program for all residence halls, campus’ fraternities/sororities and other Student Affair projects and priorities that could include Dining, Recreation and Wellness, Student Union, etc. The Capital Improvement Program includes major renovations, new construction, tenant-fit outs, and associated smaller projects that collectively are expected to average approximately $50M+ per year over the next 5 years.

Knowledge, Skills, and Abilities:

Minimum Qualifications:

  • Ability to independently perform inspections and surveys to evaluate existing conditions, define project priorities and determine corrective strategies.
  • Thorough knowledge of construction, commercial/institutional building material, equipment, finishes and systems is required.
  • Ability to work effectively and communicate with a wide range of customers including students, building/program staff and division officials
  • Ability to review and evaluate construction drawings & specification (Mech, Elec, Arch, etc.) and other contract documents; Analyze and interpret engineering reports and complex technical problems.
  • Ability to plan and coordinate multiple and various projects/tasks involving multiple customers and tight deadlines.
  • Expert knowledge of building products, building codes, construction details and relevant rules, regulations and quality standards
  • Strong working experience with Microsoft Office (Work, Excel, PowerPoint)

Other Requirements:

  • Possess and maintain a valid Maryland Non-Commercial Driver’s License or equivalent with less than six (6) points required.

Education:

  • Bachelor’s degree preferably in engineering, construction management, architecture, or related field.

Experience:

  • 10+ years of Proven working experience in Facilities Management, Project Management and/or Construction with projects of comparable type, size and complexity.
  • Experience with management of building restoration, new construction, building systems, retrofit and small to large capital projects from $100K to $50M.
  • 5+ years of supervisory experience.

Preferred:

  • Working experience estimating Construction Costs preferred.
  • Project Management Professional (PMP) preferred
