The Position

Under the general direction of the Deputy Fire Chief of Operations, the Assistant Fire Chief of Training position assists in managing Fire Department programs, including personnel, emergency response, and related training and safety programs. May fill incident command functions and provide supervision of fire officers and firefighters at emergency scenes and other work settings; and provides administrative and operations support and direction as assigned. The position performs varying forms of supervision and work direction for firefighters and subordinate fire officers at emergency scenes and in other settings. Additionally, the Assistant Fire Chief of Training serves as incident commander at emergency scenes or in City’s emergency operations center.

Essential Functions

  • Responds to emergency incidents as assigned and functions as a firefighter and/or fire officer, being physically capable of completing the firefighter physical ability test on an ongoing basis.
  • Supervises and evaluates personnel at the scene of emergencies and other settings.
  • Under the direction of the Deputy Chief of Operations, manages and administers the training and certification programs for Fire Department staff to ensure content and consistency; evaluate and make recommendations of training needs.
  • Works closely with the Deputy Chief of Operations and the Human Resources department to coordinate the paid on-call firefighter recruitment efforts to attract and retain quality firefighters.
  • Acts as a department representative with other agencies as it relates to training and fire academy initiatives.
  • Assist with research, development, and implementation of Fire Department policies to meet local and national standards for training and fire response.

Qualifications

Minimum Qualifications

  • Five years of progressively responsible public safety emergency response experience.
  • Two years of supervisory experience.
  • Training in the coordination of fire service training programs, general management and administration, fire service and emergency management planning, hazardous materials emergency response, fire apparatus driving, and incident command.
  • Must have completed fire officer development training that prepares the candidate to supervise and manage emergency and hazard zone operations for every day, local NIMS Type IV and Type V incidents.
  • Minnesota Drivers License or ability to obtain.

Preferred Qualification

  • Bachelor Degree in related field from an accredited college or university.
  • Experience in creating, preparing, coordinating, and delivering public safety training programs.
  • Additional experience as a paid-on-call firefighter or other public safety emergency responder is desirable.

An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

License or Certification
Note: Any reciprocity for required Minnesota certifications must be confirmed prior to appointment to position.
Required
  • Eligible to be licensed by the Minnesota Board of Fire Training & Education
  • IFSAC and/or ProBoard Certification of NFPA 1001 Firefighter II by the Minnesota Fire Service Certification Board.
  • IFSAC and/or ProBoard Certification of NFPA 1072 Hazardous Materials Operations by the Minnesota Fire Service Certification Board (must be completed by the end of the probationary period).
  • IFSAC and/or ProBoard Certification of NFPA 1002 Fire Apparatus Operator by the Minnesota Fire Service Certification Board (must be completed by the end of the probationary period).
  • IFSAC and/or ProBoard Certification of NFPA 1041 Instructor I by the Minnesota Fire Service Certification Board. (NFPA 1041 Instructor II certification is desirable)
  • IFSAC and/or ProBoard Certification of NFPA 1021 Fire Officer I by the Minnesota Fire Service Certification Board.
  • Completion of FEMA NIMS ICS 100, 200, 700, 800 certifications. (ICS 300 and 400 certifications must be completed by the end of the probationary period).
  • Local Hazard Zone Command (Blue Card) Certification (must be completed by the end of probationary period).
  • Certified Emergency Medical Technician, by the Minnesota Emergency Medical Services Regulatory Services Board.
  • Possession of valid unrestricted Minnesota driver’s license.

Knowledge of:

  • Operations, services and activities of the Fire Department.
  • Principles, practices and methods of comprehensive fire suppression, prevention, and emergency services.
  • Principles of incident command, supervision, training and performance evaluations.
  • Pertinent Federal, State and local laws, codes, regulations and ordinances.
  • City personnel policies and procedures.
  • Maple Grove Fire Department annual budget and training programs.
  • Maple Grove Fire Department rules and regulations, SOP’S, and administrative policies, City of Maple Grove Emergency Operations Plan, and Radiological Emergency Response Plan for State of Minnesota.

Ability to:

  • Manage and direct training programs.
  • Plan, organize, direct, and coordinate the work of subordinate fire officers and firefighters.
  • Train and evaluate subordinate officers and firefighters.
  • Administer discipline to paid-on-call firefighters.
  • Communicate clearly and concisely, both orally and in writing.
  • Operate computers and other office equipment.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Operate assigned equipment.

Supplemental Information

Environmental Conditions:

Combination of indoor office work, indoor and outdoor supervision of maintenance and training, indoor and outdoor response to emergency incidents. Environmental conditions in response to emergencies will have varying climate conditions and the individual may be required to work after appropriate training and with proper equipment in environments that are immediately dangerous to life and health.

Physical Conditions:
Essential and other important responsibilities and duties require maintaining physical condition necessary for standing and sitting for prolonged periods of time, manual dexterity, adequate hearing, vision and speech; may be required to operate assigned vehicle.

Must also be physically capable of completing the firefighter physical ability test on an ongoing basis.
