DEPARTMENT: Operations, Central New York Regional Transportation Authority

SALARY RANGE: Grade 11 - $111,773 to $124,887

Note: Starting salary is determined by evaluation of experience and qualifications for the position and will be set at some point between the minimum and maximum of the pay scale.

JOB SUMMARY: This position is responsible for directing and supervising the overall activities of the Operations Department in Onondaga, Oswego and Cayuga Counties. Position is exempt.

MAJOR DUTIES:

1. Directs and coordinates activities of the following subsidiaries, Centro of Syracuse and Centro of Oswego, and Centro of Cayuga, with regard to all bus operations.

2. Directs and coordinates the activities of the bus operations management to ensure provision of a high standard of customer service and safety.

3. Consults with Centro Human Resource Department and labor leaders to resolve contractual issues; actively participates in labor negotiations.

4. Consults with Senior Vice President of Operations on a weekly basis to determine staffing levels.

5. Develops, implements, and reviews internal operations controls as assigned by Senior Vice President of Operations.

6. Interacts and consults with Planning Department on a regular basis for service level needs and changes as needed.

7. Assist with safety programs and accident review as needed.

8. Consults with union officials as necessary.

9. Consults with 19-A Manager to ensure operators are complying with all 19-A regulations to operate a Centro vehicle.

10. Makes assessment as to the overall needs and direction of the three subsidiaries and makes recommendations to Senior Vice President of Operations.

11. Directs and coordinates with bus operations management the coordination, planning and execution of New York State Fair transportation, to include Orange Lot, Willis Ave Lot, and all associated Park-N-Ride Locations.

12. Responsible for external events as requested through Syracuse University or the New York State Fair, to include (Dome Events, Events at the State Fair, Lakeview Amphitheater, etc.)

13. Performs other related duties as assigned.

JOB REQUIREMENTS:

Education/Experience: Bachelor’s Degree required, as well as an equivalent combination of related work, training and/or education sufficient to successfully perform the essential duties of the job.

1. Knowledge of transit routes, equipment, and employee duties and responsibilities.

2. Knowledge of authority policies and procedures.

3. Knowledge of city streets and surrounding areas serviced by CNYRTA.

4. Knowledge of union contract.

5. Skill in supervision.

6. Skill in organizing and prioritizing work.

7. Skill in operating a computer.

8. Skill in interpersonal relations.

9. Skill in oral and written communication.

SUPERVISORY CONTROLS: The Assistant Vice President of Operations assigns work in terms of goals and objectives. The AVP spot-checks completed work for the nature and propriety of the final results.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY: This position has direct supervision over (1) Manager of Operations (Onondaga County), (1) Senior Manager of Field Operations (Onondaga County), (1) Manager of Subsidiary Operations (Cayuga and Oswego County)
