Position Focus:

Reporting to the Associate Controller, YSM within the Yale School of Medicine's Finance office, this position is responsible for leading the facilities and administrative (F&A) costing team in close collaboration with the University Director of Costing. The F&A costing team performs complex analyses and develops financial models in support of the School’s F&A overhead rate proposal development and actively participates in the F&A costing effort for the university. In addition, this team, in collaboration with School of Medicine departments, oversees and directs, internal service provider recovery rate development. This team is also responsible for financial matters related to space costing, interest and amortization, capital planning and cost recovery methodologies, space related policy decisions and strategic planning support.

Lead YSM’s efforts to support the development of the Yale University Federal Indirect Recovery Rate working with both internal and external stakeholders, including external consultants and federal auditors. Conduct various analyses, including but not limited to ensuring data accuracy in accordance with University and federal regulations to support the School of Medicine. Lead YSM departments on recharge rate development methodologies to ensure maximum recovery for internally and externally provided services while ensuring compliance with federal costing rules and being sensitive to external market pressures. Lead quality assurance program to ensure compliance with University and Federal guidance. Lead YSM's annual space costing analysis to determine the cost per square foot by mission, by workstation, by department and by building for cost recovery rates and to support strategic decision making by School leadership. Participate in space strategy meetings, ensuring that strategic space discussions and decisions are appropriately actioned leveraging other YSM personnel, YU facilities and the YSM costing team. Develop, and where appropriate implement, a variety of costing methodologies, including clinical space recoveries, facilities and other types of internal school assessments. Guide leadership on strategic questions with respect to F&A recovery implications. Review and influence the tracking of the School’s $60M+ operating budget interest and amortization line item(s) for correct inclusion on management reports and advise senior leadership on the School's Capital Plan in collaboration with YSM Facilities and the University Budget Office. This includes a robust periodic cause‐of‐change analysis. Develop professional quality presentation materials and communicate costing models, concepts, and analysis to management and academic leaders and staff in response to in-depth analysis on various Facility & Administration costing issues. Lead the development of the annual School of Medicine Facilities budget, forecast and year end analysis. Conduct detailed variance analysis and provide recommendations to support management decision making. Proactively identify processes within the costing and space areas that can be simplified and improved. Once identified work to improve these processes, leveraging and leading the resources on your term and other university resources as appropriate. Serve as senior resource and provide guidance to financial, faculty and leadership on other related financial activities as appropriate. Help set strategic direction for the costing function, and the YSM Controller’s office. Develop and manage relationships with the YSM deputy dean’s, by providing them with subject matter expertise and advising them in relation to significant and challenging business issues that are encountered in costing area. Manage a staff of financial analyst(s) – including setting goals, providing feedback, coaching and development.

Essential Duties

1. Directs, monitors, and assesses needs and directs the application of resources of an administrative University office dealing with one or more major functional areas. 2. Directs and implements solutions to problems that are routine to complex in nature and that affect multiple functional areas of responsibility. 3. Plans and/or participates in planning University activities on a long-term basis to comply with University goals and objectives. 4. Establishes and implements consistent university-wide policies in multiple functional areas of responsibility. 5. Ensures that University office policies and procedures are in compliance with federal, state, and local laws and ordinances. 6. Develops and monitors goals and objectives for managerial and professional staff in compliance with University strategies. 7. Directs a staff of exempt and non-exempt employees. 8. May perform other duties as assigned.

Required Education and Experience

Bachelor’s Degree in related field and eight years of experience or an equivalent combination of education and related experience.
