The City Auditor position is newly created, resulting from the recently amended Minneapolis City Charter providing for an independent City Auditor's Office in charge of audit services for the City's operations.

The City Auditor is an appointed position that is responsible for providing independent, objective assurance and consulting services to evaluate and improve the effectiveness of the City’s operations. In addition to these audit functions, the Office of City Auditor is envisioned to serve as the professional arm of the City Council to assist in the performance of its legitimate legislative, policymaking, and oversight functions. The City Auditor oversees, organizes, plans, and directs the operations of the Office of City Auditor, which encompasses the following divisions: Audit, and Policy and Research.

Job Duties and Responsibilities

The City Auditor is specifically tasked by the City Charter with the following:

  • Performing risk-based independent, objective assurance and consulting services.
  • Investigating alleged abuse, fraud, or waste involving the City’s resources.
  • Monitoring and assuring compliance with the City Charter, ordinances, and other applicable law.
  • Monitoring and assuring adherence to sound audit practices applicable to municipalities, which the Auditor designates with the audit committee's approval.
  • Providing non-partisan research and support to the City Council.
  • Performing metrics-based evaluations of City policies and programs.

Major responsibilities of the City Auditor include:
  • Oversee the Audit and Policy & Research divisions of the Office of City Auditor.
  • Provide direction, coordination, and management of the Office of City Auditor, including: establish business plans, goals and objectives; determine structure, service levels, and operating systems; direct operations; develop and enforce policies; evaluate performance; and exercise final authority for programs, functions, and services.
  • Assume final accountability for all work product of the Office of City Auditor.
  • Represent the Office of City Auditor in contacts and communications with local, state, and federal officials and government agencies, businesses, public sector organizations, news media, and the general public.
  • Partner with City departments in support of City goals and initiatives.
  • Preserve the independence and integrity of the Office of City Auditor and its functions.
  • Consult with and advise the City’s elected officials, department heads, boards and commissions, and others on matters that are within the purview of the City Auditor or the Office of City Auditor.
  • Act as the primary advisor to the Audit Committee, ensuring development of its members, and assisting in coordinating successful interactions and relationships for the Audit Committee with elected officials, department heads, and others within and outside of the City enterprise.

Required Qualifications

MINIMUM EDUCATION:

Bachelor's degree in Public Administration, Business Administration, Public Policy, or an equivalent field. An advanced degree is preferred.

MINIMUM EXPERIENCE:

At least eight (8) years of progressively responsible experience in conducting and coordinating audit activities in a complex organization, including at least four (4) years of supervisory or managerial experience.

EQUIVALENCY: An equivalent combination of education and experience closely related to the duties of the position may be considered.

LICENSES/CERTIFICATIONS:

Candidate must be a Certified Public Accountant (CPA) or Certified Internal Auditor (CIA).

  • Able to make sound decisions, including gathering and interpreting data, conceptualizing ideas, and drawing logical conclusions based on facts.
  • Ability to plan, organize, and implement work activities and meet imposed deadlines.
  • Able to navigate effectively in a complex political environment and to influence outcomes which have major policy and/or operational ramifications for the enterprise.
  • Able to establish and sustain productive, professional relationships with elected and appointed officials, executives, and various constituencies regardless of personal or political values; to exercise tact, diplomacy, and discretion in personal interactions.
  • Exemplary communication skills with the ability to explain complex issues effectively, clearly, and concisely in both verbal and written forms.
