POSITION SUMMARY: Performs duties in planning, organizing, coordinating and directing administrative and financial operations of the City; may serve as a member of various boards at the desire of the Mayor and does related work as assigned; serves as a direct report of the Mayor; as the City’s fiscal officer, fulfills all duties prescribed by Indiana law (including Indiana Code § 36-4-10-5).Up to $131,500 annually
SUPERVISION EXERCISED: Directly supervises and coordinates activities of the Administration and Finance Department (“A&F”). Direct reports include: Deputy City Controller; Director of City Finance; Director of Treasury; Director of Purchasing; Director of Human Resources; Director of Central Services; and Administrative Assistant. This position will be responsible for interviewing and selecting various fiscal staff; training, instructing and advising employees on methods and procedures; assigning, reviewing and evaluating work; and providing ongoing coaching and counseling to direct reports.
ESSENTIAL DUTIES AND RESPONSIBILITIES: This list represents the types of duties required by the position. Other duties may be assigned as reasonably expected. • Plans and supervises all functions of A&F’s five divisions (Finance, Treasury, Purchasing, Human Resources, and Central Services), including the adoption and execution of a departmental strategic plan. • Oversees the preparation and audit of the City’s annual financial statements, including the Annual Comprehensive Financial Report and the Schedule of Expenditures of Federal Awards. • Advises the Mayor and Department Heads in the preparation of the City’s proposed annual budget; coordinates the public budget adoption process. • Serves as the City administration’s principal point of contact with the South Bend Common Council in relation to financial matters, including business brought before the Common Council’s Personnel & Finance Committee. • Provides the South Bend Common Council with periodic financial reports and statements, as provided in the South Bend Municipal Code or as otherwise determined by the City Controller. • Directs the maintenance of a central enterprise resource planning system for the City. • Plans, develops, and administers financial and administrative policies and procedures, including, but not limited to, internal control measures, accounting practices, budget preparation, revenue collection, payroll administration, procurement, capital asset management, personnel management, and the like. • Participates in union negotiations and collective bargaining as a representative of the City administration. • Works with outside investment advisors on the investment of public funds. • Manages the issuance of public debt. • Serves on various boards and commissions, as directed by the Mayor.
NON-ESSENTIAL/MARGINAL FUNCTIONS: Performs related duties as requested.
EDUCATION / EXPERIENCE: • Any combination equivalent to college degree in economics or accounting, with post graduate studies, or over six years of administrative experience in management with fiscal responsibility. • Working knowledge of City or County government preferred.
KNOWLEDGE, SKILLS, AND ABILITIES: • Administration and Management — Knowledge of business and management principles involved in strategic planning, resource allocation, leadership techniques, production methods, and coordination of people and resources. • Economics and Accounting — Knowledge of economic and accounting principles and practices, the financial markets, banking and the analysis and reporting of financial data. • Law and Government — Knowledge of laws, legal codes, court procedures, precedents, government regulations, executive orders, agency rules, and the democratic political process. • Customer and Personal Service — Knowledge of principles and processes for providing customer and personal services.
CERTIFICATES, LICENSE, REGISTRATION: • CPA preferred.
