Duties

As a Cost Estimator, you will:

  • Lead or work independently to assess and identify key technical, schedule, and cost risks associated with EM's cleanup programs and projects. Apply a consistent integrated systematic risk management process to conduct risk planning, assessment, identification, identify probability and consequence, assess risk triggers, perform risk analysis, and perform qualitative and quantitative risk analyses that are required to
    assess cost and schedule risk for any DOE or EM cleanup program or project.
  • Oversee or independently perform Life-cycle cost analyses (LCCA) that are needed to assess the total cost of facility ownership or evaluate the overall costs of project alternatives necessary to select the design that ensures the facility will provide the lowest overall cost of ownership consistent with its quality and function while meeting project performance requirements.
  • Develop or update programmatic life-cycle baselines that capture the work, cost, schedule, and risk required to plan and execute a safe, secure, and compliant cleanup program for assigned EM Field Offices or Sites.
  • Assure cost estimate quality in all cost and schedule estimates performed by DOE and DOE contractors. Provide expert technical advice and assures consistency and standardization in all facets of cost and schedule estimating throughout the EM complex.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service.

GS-12: One year of specialized experience equivalent to the GS-11 grade level in the Federal service. Specialized experience for this grade level is identified as:

  • Preparing cost estimates, including life cycle estimates for commercial or public sector construction projects including environmental cleanup projects individually or in a team environment;
  • Performing quality assurance and quality control reviews, conducting peer reviews, and presenting cost estimates to the appropriate stakeholders; and
  • Utilizing an automated system to perform budgetary cost planning and calculations.
GS-13: One year of specialized experience equivalent to the GS-12 grade level in the Federal service. Specialized experience for this grade level is identified as:
  • Preparing cost estimates, including life cycle estimates for commercial or public sector construction projects including environmental cleanup projects individually or in a team environment, and/or acting as team lead for this effort;
  • Developing and implementing approaches to develop high quality estimates in large and complex construction and environmental cleanup projects;
  • Performing quality assurance and quality control reviews, conducting peer reviews, and presenting cost estimates to the appropriate stakeholders; and
  • Utilizing an automated system to perform budgetary cost planning and calculations.
The OPM Group Qualification Standard for this position is: Administrative and Management Positions.
The Individual Occupational Requirement for this position is: Financial Administration and Program Series 0501 (opm.gov).
