LAREDO TECHNICAL SERVICES, INC. (LTSi) is a government contracting company in San Antonio, Texas. LTSi is currently submitting a proposal on a contract with the Federal Government for one (1) individual that would be interested in a position as a Curriculum Developer Instructional System Designer (ISD), at the 711th Human Performance Wing (HPW), Wright-Patterson AFB, Ohio, should LTSi win the contract.

Position Description
Title: Curriculum Developer Instructional System Designer (ISD)
Location: 711th HPW, 2510 Fifth Street, Bldg. 840, Wright-Patterson AFB, OH
Job Summary: Per the basic contract, provide professionally and technically qualified individual(s) to perform all tasks in the following paragraphs to fulfill the requirements of this task order in the development of Objectives Based Education and Training (OBET) distance learning and multimedia products. This effort supports the sustainment and advancement of operational force readiness through the quality development of distance learning products and ensuring applicable adult learning practices are utilized in course design, content development (presentations, content, graphics, multimedia, tabletops, exercises), and delivery to the enterprise.
Period of Performance: The anticipated start date is September 30, 2022. The contract end date is currently May 30, 2027, unless terminated or extended by the government. (one base year and four option years)
Work hours are Monday through Friday 0730 1630 excluding federal holidays. However, there may be times when it is necessary for the contractor to work after duty hours in support of specific tasks. Although schedule may have to be flexible, it will not exceed 40 hours per week.

Mandatory Qualifications:
- The contractor shall possess a Bachelors Degree in Educational Technology, Instructional Design, Educational Design, or related discipline.
- The contractor shall possess five (5) years applied experience in Instructional System Design techniques.
- The contractor shall demonstrate proficiency with development and deployment of courseware on Learning Management Systems to include, but not limited to, Learn-to-Win, Blackboard and Canvas.
- The contractor shall demonstrate proficiency with video, graphic, and audio-editing software to include, but not limited to, Adobe Creative Cloud, Illustrator, Flash, Dreamweaver, Photoshop Enterprise M&S, Final Cut Pro, Presenter, Captivate, iSpring, Camtasia, Lectora, JavaScript and HTML.
- The contractor shall demonstrate proficiency in Microsoft Office Professional Office Suite Software applications.
- The contractor shall demonstrate knowledge of USAF and industry Learning Management System (LMS) capabilities and requirements, an understanding of existing and emerging technologies and their use in an instructional environment, knowledge of ADA requirements in course delivery, and familiarity with copyright and intellectual property standards for course development.
- Because of the nature of this position in working in Management Operations and dealing with various Personnel related issues, the contractor employee must have a Non-Disclosure Agreement in place with their company, and the company must provide a copy to the Program Manager of this task order. This is necessary in order to mitigate transfer of any confidential, proprietary and/or sensitive information while in this position.
Primary Responsibilities:
- The contractor shall provide course development support to include but not limited to, planning, developing, recording, editing, post-processing, synchronizing, copying, and updating training content.
- The contractor shall convert traditional learning Professional Continuing Education (PCE) into technology-enhanced Distance Learning (DL) courseware (to include instructional simulations, web content, advanced instructional media, and blended learning solutions) hosted on various industry-available platforms.
- The contractor shall create supporting material/media (audio, video, simulations, scenarios, learning activities, online course content, instructor-led presentations and learning assessments) using sound instructional design theory.
- The contractor shall interface with governmental representatives, developing and enhancing distance-learning products in support of C-STEPs Comprehensive Medical Readiness Program (CMRP), providing subject matter expertise in the development and delivery of adult learning products in support of force readiness.
- The contractor shall support the development of multimedia utilized in delivering a Center of Excellence Distance Learning approach to maintaining force readiness in support of C-STEP/CMRP.
- The contractor shall provide instructional system design support to OE faculty to help develop and deploy training into platforms that are conducive to quality education.
- The contractor shall provide asynchronous curricula content design, development, and execution in the development of educational taxonomy, ensuring ADDIE processes are used in the development of distance learning products.
- The contractor shall manage all technical aspects of eLearning projects for the entire life cycle of the product and provide assistance to faculty with the Learning Management System (LMS) administration as needed.
- The contractor shall provide expertise for curriculum development to create robust distance learning products supporting the sustainment and advancement of force readiness, delivering lesson content distance learning content, supporting five annual training blocks of instruction and in the development of just-in-time training blocks on an as needed mission support basis. The contractor shall provide support developing graphics, illustrations, power-point presentations, or applicable LMS learning content.
- The contractor shall assist with the development of blended courses and will provide technical assistance to faculty in the conversion of lesson content. The contractor shall develop instructional simulations, web content, advanced instructional media, and blended learning solutions.
