THE DEPARTMENT
The Department of Public Works and Utilities is comprised of six divisions that work collaboratively to develop, build, operate, and maintain Hayward's infrastructure. The Department is responsible for delivering safe and reliable water and wastewater service to residents and businesses, and providing excellent customer service to the community.
DEFINITION
Under the general supervision of the Utilities Field Services Supervisor, the Customer Field Technician performs a range of duties including inspections, installations, testing, and troubleshooting relating to backflow devices, cross connection control, and the Advanced Metering Infrastructure (AMI) system; provides water customer support by investigating concerns, reading meters, recognizing unusual water consumption, answering questions, and explaining regulations; and, performs other related duties as required.
- Installs and electronically programs AMI meter components in-field, including Meter Transmission Units (MTUs) and meter registers. Troubleshoots and reprograms devices as needed.
- Locates, inspects, and tests various water distribution technologies, including backflow prevention devices, meter registers, and MTUs. Repairs and installs these devices as needed.
- Performs cross connection tests to ensure that the devices that are required to prevent the backflow of non-potable water into potable water are working properly.
- Conducts initial and ongoing site inspections of Recycled Water customers, as well as periodic interviews with Recycled Water Site Supervisors to ensure compliance with regulations.
- Investigates customer concerns and remedies issues onsite, dispatches repair crews, or advises property owner of their responsibility to resolve issue.
- Determines causes of unusual consumption by contacting property owners, visually checking premises for outside leaks, and inspecting and testing meter registers.
- Inspects placement and state of meter lids to ensure public safety.
- Collects water samples for analysis and tests them as necessary.
- May perform the duties of a Water Meter Mechanic in the case of their absence.

EXPERIENCE AND EDUCATION:
Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:
Experience: One (1) year of experience in a water or wastewater agency performing various phases of field and distribution operations which may include: water sample collection and field analysis, water service inspection and repair, meter readings, investigation of customer complaints, investigation of customer accounts, or investigation and enforcement of efficiency codes and standards.
JOB RELATED AND ESSENTIAL QUALIFICATIONS
Knowledge of:
- Best practices related to meter reading, meter mechanics, and customer service.
- Mechanics of a water distribution system, as well as domestic and commercial plumbing systems and fixtures.
- Occupational hazards and standard safety procedures.
Ability to:
- Understand cross connection control regulations.
- Conduct detailed and accurate field investigations and determinations.
- Install, troubleshot, reprogram, and/or repair devices.
- Effectively troubleshoot and remedy issues.
- Exercise good judgement and engage in a professional manner with customers and other members of the public when answering questions, responding to complaints, and providing other customer services.
- Communicate effectively, both orally and in writing.
- Read, record, and calculate numbers accurately.
PROBATIONARY PERIOD: One (1) year.

Some positions, depending on the nature of the work, also require a credit check and a review of Summary Criminal History obtained from the State Department of Justice through Live Scan Fingerprinting.
