Position Information

Arlington County Manager’s Office seeks an experienced Deputy County Manager to provide oversight of the Public Safety, Emergency Management, and Technology Services Departments. This position will directly advise the County Manager and administer all aspects of programs within the departments providing those services, including resource management, program/project implementation, community interaction, intra- and inter-agency collaboration and communications.

Specific duties include:


  • Providing leadership, coordination and oversight for assigned County Departments including Police, Fire, Public Safety Communication and Emergency Management, and Technology Services;
  • Serving as a member of the County's Executive Leadership Team;
  • Providing representation and leadership for regional public safety efforts, functions, and initiatives, including representing the County Manager on the Council of Government's Homeland Security Executive Committee which administers the regional Urban Area Security Initiative (UASI) grant;
  • Providing executive level staff support to the County Manager and County Board for programs, initiatives and issues related to assigned agencies and/or with County-wide impact;
  • Coordinating operations with other County agencies and staff, particularly those involved in emergency preparedness and response; and
  • Staying abreast of developments and trends in security technology and techniques to coordinate security-focused County-wide initiatives.

  • Innovative and strategic thinker who is capable of seeing the broader picture, while simultaneously managing many issues and projects;
  • A seasoned leader who finds the complexities of municipal government rewarding and challenging and has the ability to approach these challenges with a positive entrepreneurial attitude and confident political astuteness, while remaining calm under pressure;
  • Ability to collaborate and work effectively with all levels of the organization including departmental senior management, County-wide; and
  • Knowledge of public safety, emergency management, and technology services programs.

Arlington County operates under the County Manager form of government. The five members of the County Board are elected at large to serve staggered, four-year terms. The County Attorney and County Manager are appointed by the County Board. The County Manager works for the County Board and oversees County staff and day-to-day operations.

Selection Criteria

Minimum Qualifications: The successful candidate will have a combination of education and experience equivalent to the following:


  • Advanced Degree in Public Administration, Public Safety, Emergency Management, Technology Services or related field; and
  • Significant experience with a strong record of achievement as a city/county manager, deputy, assistant, or department director in a full-service local government; or as a director or deputy in a large complex federal, state, or regional agency with significant experience with a broad range of public issues/areas, including overseeing/managing public safety, emergency management and technology services departments.

This position is in the Arlington County Government's Executive Management Accountability Program (EMAP), in which Senior Executives are eligible for a negotiated salary/benefits package and are evaluated and compensated on the basis of a performance agreement linked to the County Management Plan, results achieved, and a multi-rater appraisal. EMAP is a flexible total rewards/compensation system directly linked to performance and the market.
