Construction Leadership:

  • Responsible for coordination of the construction on the project. Coordinates compliance with the schedule, safety, cost, and quality decisions.
  • Directs, administers, and coordinates organizational activities in accordance with policies, goals, and objectives.
  • Enforces organization policies and goals that cover operations, personnel, financial performance, and growth for the organization.
  • Responsible for ensuring that assigned vendors deliver positive overall performance and customer experience in accordance with previously established standards.

Management Responsibilities

  • Develops and recommends short- and long-range objectives.
  • Recommends and approves operational plans and budgets.
  • Oversees operating activities toward the accomplishment of system, division and/or organizational objectives.
  • Plans and directs research to recommend improvement or expansion of operations.
  • Ensures that operations conform with local, state, and federal governmental regulations.
  • Maintains appropriate communications within and between various functional areas within the system, division and/or organization.
  • Establishes and maintains satisfactory customer and public relations, through direct or delegated contacts with representative individuals or groups.
  • Reviews organization and staffing plans to ensure that they are consistent and adequate for attainment of system division and organizational objectives. Administers personnel policies and programs. Recommends modifications of these programs, as necessary.
  • Responsible for the approval of all expenditures and for the control and maintenance of the operating budget.
  • Maintains high visibility within the industry community and maintains strong relationship with the local client base.
  • Consequence of Error - Actions at this level can cause or prevent delays, inefficiencies or unnecessary expenses that measurably affect operational results.
  • Typical Problems Solved - Problems usually defined by the incumbent and may be refined by higher level leadership; Problems are difficult, complex, and may involve risk and/or substantial and/or long-term cost/investment; Solutions typically require significant analysis and investigation.

Key Responsibilities

  • Manages and coordinates all on-site subcontractor activities for compliance with the schedule and monitors and enforces compliance with subcontract requirements
  • Directs staff in the daily, weekly planning process
  • Supervises all subcontracted construction personnel; monitors their activities and provides leadership
  • Monitors and reports on construction productivity and schedule performance (including trends)
  • Develops a strong understanding of vendor contract intricacies and ensures the team enforces compliance among the vendor community in accordance with company standards and practices.
  • Takes actions necessary to meet project budget and schedule requirements
  • Directs and approves the development and implementation of subcontractor schedule recovery plans as required
  • Coordinates the Construction Completion Walkdowns and supervises the close out of all punch list items
  • Assists Sales and Project Management with client interface and relations
  • Coordinates with Supply Chain and Material Managers to review all site procured materials for acceptance
  • Reviews and approves equipment rentals (if supplied by company) and coordinates shared use of this equipment with subcontractors
  • Conducts weekly coordination meeting with subcontractors
  • Reports weekly schedule and construction completion status to Project Management
  • Monitors all extra work authorization requests, backcharges, and supplier and subcontractor progress/final payment requests for acceptance and is responsible for subordinates providing the timely tracking information to Project Controls to support the change management system
  • Adheres to Safety, Quality, Ethical Standards, Lessons Learned, and Performance Management programs in accordance with Division Policies, Standards, Guides, and Contractual commitments
  • Directly responsible for tracking Davis-Bacon and prevailing wage labor charges and costs and enforcing subcontractor compliance with these reporting requirements
  • Directly responsible for the Construction Equipment budget
  • Responsible for completion of the construction punchlist
  • Has full knowledge of the safety program and acts as the Safety Representative on site in the absence of the regular Safety Supervisor
  • Has general knowledge of all disciplines of construction and is able to stand in for each lead discipline
  • Resolves safety and quality issues with the safety and quality managers. Further disputes are then deferred to the Project Manager
  • Understands the major commercial and deliverable terms of the construction subcontracts and manages within these terms
  • Monitors and controls overtime by subordinates and subcontractors
  • Responsible for the effective management of construction subcontractors and timesheet tracking

Qualifications - Internal

Required:

  • Must qualify for the CA “A” General Engineering Contractor license for ICS within 90 days of hire.
  • 10 or more years of experience required in related field including several years in a management/supervisory capacity (i.e. Construction, Engineering, Outside Plant, etc.)
  • Requires strong knowledge of MS Office Applications, i.e. Word, Excel, Outlook, PowerPoint, etc
  • Excellent decision making, leadership, mentoring/coaching, organizational, verbal, written, interpersonal, and collaborative skills to work effectively with teams throughout organization

Preferred Skills:

  • BS/BA degree in related discipline strongly desired
  • Experience in telecommunications industry desired
  • OSHA Training Certified
  • Knowledge of construction technology, managing prevailing wage contract labor and the construction, operations and reliability of fiber-optic transport networks including FTTx and Gigabit network platforms.

Compensation:

  • Compensation includes a base salary of $126,600.00 - $210,900.00. The salary rate may vary within the anticipated range based on factors such as the ultimate location of the position and the selected candidate's experience. Position may be eligible for additional compensation that may include commission (annual, monthly, etc.) and/or an incentive program.
