GENERAL DESCRIPTION

The Director of CSD Communications is a critical member of the Division’s leadership team and performs advanced work directing the communications, strategic engagement, and related activities.

The Director of CSD Communications is responsible for external agency communications with media sources, elected officials and program customers. Working under the supervision of the Division Chief for Program Innovation, the Director of CSD Communications is responsible for drafting and editing content designed for a variety of audiences and media, including press releases, general publications, external web, and internal communication campaigns. The Director both develops content and edits and guides the work of others. This position works closely with CSD leadership teams across the state to coordinate effective communication strategies. ESSENTIAL JOB FUNCTIONS
Director I
Serves as the Child Support Division’s primary point of contact for the agency’s Communications team.
Serves as the primary spokesperson for the Child Support Division in dealings with local, state, and national news media by responding to inquiries and publicizing accomplishments.
Supervises and directs staff responsible for managing the CSD graphics team in the Child Support Division and strategic engagement activities, and ensures projects and deliverables are met according to the assignment.
Directs, plans, and organizes all activities of the section including recruiting, hiring, and staffing decisions.
Provides direction, guidance, and assistance to staff responsible for key functions of section responsibilities, business processes, and external outreach activities for employees who speak publicly about CSD operations and services.
Develops management objectives, recommends section performance standards, and continually refines best practices; develops staff position descriptions and performance standards; develops staff goals and objectives to promote process improvement.
Participates in the development and execution of communication project plans.
Performs advanced (senior-level) technical writing work. Work involves coordinating the composition, organization, and editing of compiled information to meet the needs of various audience types for both internal and external customers.
Use of clear and compelling communication, in both written and oral communication.
Oversee the review, editing, and approval of printed and electronic/digital materials specific to child support outreach, activities, and services.
Duties include the adherence to division-wide compliance with the agency’s governance process for external webpages, publications, materials, graphics, social media outreach, and other methods for mass communication strategies with customers.
Supervises the work of others.
Performs related work as assigned

Attends work regularly in compliance with the agreed-upon work schedule
Ensures security and confidentiality of sensitive and/or protected information
Complies with all agency policies and procedures, including those pertaining to ethics and integrity
Director II
Oversees the development and implementation of goals and objectives consistent with the Child Support Division’s prioritized projects and System Modernization work.
Evaluates expenditure data and make projections to ensure the funds assigned to the section are managed appropriately.
Oversees the Division’s compilation and dissemination of marketing information and data.
Ability to direct and organize program activities and/or business functions; to establish goals and objectives that support the mission of the CSD; to identify problems, evaluate alternatives, and implement effective solutions; to develop and evaluate policies and procedures, and to prepare reports.
Reviews and approves management, productivity, and financial reports and studies.

MINIMUM QUALIFICATIONS
Director I:
Education: Graduation from high school or equivalent
Education: Bachelor's degree from an accredited college or university.
Experience: Five (5) years of full-time experience working in the following (or closely related) fields: business administration, communications and/or writing, government, nonprofit, or public administration. May substitute a master’s degree from an accredited college or university in a related discipline for two years of the required experience.
Skill: Highly accurate grammar, punctuation, and creative and descriptive writing. Ability to tailor the writing style
according to the audience, and strong adherence to formatting standards.
Skill in handling multiple tasks, prioritizing, and meeting deadlines
Skill in effective oral and written communication
Skill in exercising sound judgment and effective decision making
Ability to receive and respond positively to constructive feedback
Ability to work cooperatively with others in a professional office environment
Ability to provide excellent customer service
Ability to work in person at an assigned OAG work location, perform all assigned tasks at designated OAG work space within OAG work location, and perform in-person work with coworkers (e.g., collaborating, training, mentoring) for the entirety of every work week (unless on approved leave)
Ability to arrange for personal transportation for business-related travel
Ability to work more than 40 hours as needed and in compliance with the FLSA
Ability to lift and relocate 30 lbs.
Ability to travel (including overnight travel) up to 15%
Director II: All the above of a Director I, PLUS:
Experience: Two (2) additional years of full-time experience working in the following (or closely related) fields: business administration, communications and/or writing, government, nonprofit, or public administration. May substitute a master’s degree from an accredited college or university in a related discipline for two years of the required experience.
PREFERRED QUALIFICATIONS
Experience: Two (2) years of management experience
Knowledge: Local, state, or federal government operations
Knowledge of mass marketing strategies, effective digital media design, and practices relevant to various audience types.
Skill: Highly accurate grammar, punctuation, and creative and descriptive writing. Ability to tailor the writing style
according to the audience, and strong adherence to formatting standards.
Skill: Ability to review and edit content from business areas to ensure adherence to agency standards in both written
and digital formats.
Other Language: Ability to proficiently read, write, and speak in a secondary language
