JOB SUMMARY

The Director of Finance/Controller reports to the Chief Financial Officer and is responsible for the proper recording and reporting of the business and fiscal affairs of the agency and is also responsible for the supervision of the accounting and bookkeeping staff.

ESSENTIAL JOB RESPONSIBILITIES

  • Direct and control the accounting system.
  • Oversee the day-to-day accounting operations of the company, including accounts payable, accounts receivable, general ledger, and payroll.
  • Ensure accurate and timely monthly, quarterly, and year-end close processes.
  • Prepare and review financial statements and related reports.
  • Manage and mentor the accounting team, ensuring they are meeting deadlines and producing high-quality work.
  • Coordinate with external auditors for the annual audit and other engagements.
  • Develop and implement accounting policies, procedures, and internal controls.
  • Monitor and report on cash flow and liquidity.
  • Review and approve journal entries and reconciliations.
  • Review and ensure the accuracy of balance sheet account reconciliations.
  • Create and maintain proper internal controls and monitor compliance with accounting standards.
  • Monitor fiscal performance throughout Agency to ensure compliance with government and contract requirements.
  • Monitor and assist in the preparation of timely invoices to various contracting agencies.
  • Monitor contracts regarding billings to ensure timely collection of accounts receivable.
  • Review proposed contracts to determine Agency ability to comply with requirements.
  • Maintain adequate insurance coverage.
  • Monitor and assist in the timely recording and payment of Agency accounts payable invoices.
  • Review fiscal department expenditures and approve invoices for payment.
  • Monitor and assist in the timely preparation of Agency property taxes and census reports.
  • Maintain records relating to Agency capital assets and associated depreciation accounts.
  • Assist with Agency real estate acquisitions and improvements.
  • Monitor and reconcile Agency Notes Payable and Notes Receivable.
  • Assist in development and administration of Agency fiscal policies and Fiscal Procedures Manual.
  • Provide fiscal training and technical support to Agency personnel.
  • Develop and maintain relationship with local officials, funding agencies and other service providers.
  • Maintain involvement in professional associations and other organizations benefiting the Agency.
  • Provide support to the CFO and other senior leaders as needed.
  • Assist the Board of Directors Audit Committee with the selection of Agency financial auditors.
  • Will think and act quickly and efficiently in emergencies.
  • Will travel/drive on Agency business.
  • Employees are expected to manage their cell phone use so that the Agency cell phone stipend covers all business usage. Any calls not covered by the stipend are to be made on a company landline phone.
  • Comply with all Turning Point Safety policies and procedures, including but not limited to: workplace safety, reporting work related injuries, Infection Control and preventing potential safety risks for staff, clients and others.
  • Punctual and regular attendance is an essential responsibility of each employee at Turning Point. Employees are expected to report to work as scheduled, on time and prepared to start working. Employees also are expected to remain at work for their entire work schedule. Late arrival, early departure or other absences from scheduled hours are disruptive and must be avoided.

ESSENTIAL JOB REQUIREMENTS

  • Certified Public Accountant with Bachelor’s degree in accounting or finance.
  • Five (5) years related experience with three (3) at a management level.
  • Knowledge of GAAP requirements, Uniform Guidance, Sarbanes Oxley, and HIPAA preferred.
  • Experience preparing financial statements and working with an external auditors
  • Experience in design and implementation of fiscal policies, procedures and internal controls.
  • Ability to supervise and coordinate staff.
  • Experience implementing and managing internal controls.
  • Excellent analytical, problem-solving, and communication skills.
  • Intermediate computer skills in Microsoft Word, Excel, Outlook and PowerPoint.
  • Possess a valid driver’s license and have access to a dependable means of transportation that is properly insured and operated in accordance with all laws. Agency insurer authorization is required.
  • Ability to pass a criminal background check.
  • Ability to pass a drug screen.
  • Must maintain good relationships with current, future and past employees, co-workers, vendors, third party administrators, and others with whom the Agency is transacting business, and relate to them in a professional manner.
