Director of Financial Planning and Analysis
Job description
SUMMARY
Provides strategic planning and sound analysis to management across all divisions and contracts for financial and operating decisions. Leads the organization’s budgeting process, fiscal compliance and ensures continued program viability through the development and analysis of program budgets.

- Provides financial reporting and schedules, analysis, and recommendations to support strategic planning and financial decisions. Generates financials in accordance with Generally Accepted Accounting Principles.
- Leads the budget planning design and implementation process, ensuring that budgets are designed in a way that best supports sustainable program outcomes.
- Maintains a good understanding of all federal, state, and local foundation contract/grant financial requirements and regulations for fiscal and programmatic compliance.
- Administers the budgeting software and optimizes it to best improve the year-end budgeting process.
- Works with CFO & Vice President of Finance to prepare multi-year and long-range planning budgets. Includes monthly and annual cash flow projections.
- Conducts monthly performance reviews through liaising with program and department leaders. Analyzes spending patterns and develop long-term models for key activities.
- Participates in the preparation and completion of the annual financial audit, annual single audit, funding agency oversight reviews, tax returns and other compliance/audit activities.
- Ensures compliance with Uniform Guidance, Government auditing standards and CII’s fiscal policies.
- Coordinates, directs, plans, and executes the financial reporting component of the external audit and internal audits.
- Leads all financial research efforts. Analyzes, researches, and concludes on new and proposed accounting, reporting, and disclosure standards issued by the FASB and prepare memorandums and procedures regarding the organization’s position and impact on the organization.
- Assists in developing and implementing continued training for professional accounting associates.
- Assists with the development of budget scenarios for contract and grant funding, renewal and reapplication proposals.
- Coordinates contract/grant fiscal monitoring audits/visits, as well as completing subrecipient monitoring visits and assists during internal audits.
- Works directly with program managers and/or outside contract officials to address and resolve issues and problems regarding contract fiscal limitations, regulatory compliance, reporting/documentation support requirements, and audit preparation/corrective action.
ADDITIONAL DUTIES

SUPERVISORY RESPONSIBILITIES
- Is responsible for the overall direction, and evaluation of the direct reports.
- Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
- This job supervises 5-7 staff
EDUCATION & EXPERIENCE
- 3-5 years of managerial, supervisory experience.
- 5-7 years of non-profit experience in finance/accounting.
- 3-5 years of non-profit budgeting experience.
- Bachelor's degree in accounting, economics, or finance from a four-year university required.
- Master’s degree in Business Administration preferred.

- Strategic-minded with a focus on compliance and outcomes, while maintaining the flexibility to come up with unconventional, yet compliance-acceptable solutions.
- Possesses strong financial, technical and budgeting expertise.
- Possesses a valid driver's license and state-required auto insurance.
- This position may require some travel.
- Ability to work with minimal supervision.
- Ability to handle confidential information.
- Maintains patient privacy, including protecting the confidentiality, safeguarding the integrity and availability, and limiting the use and disclosure of patient Protected Health Information (PHI) to authorized individuals and entities.
- Participates in, conducts, and sustains performance quality improvement activities according to designated role and responsibilities.
- Sensitivity to service population’s cultural and socioeconomic characteristics.
- Excellent verbal and written communication skills.
- Punctual and dependable attendance.
- Free from alcohol and drug abuse.
- Understands CII’s basic philosophy and participates fully in carrying out its mission.
CERTIFICATES, LICENSES, REGISTRATIONS
- Certified Public Accountant preferred.
CONTINGENCIES:
- Must be fully vaccinated to comply with the California Department of Public Health (CPHD) order issued on August 5, 2021.
COMPENSATION:
- The salary range for this position is $130,000 to $145,000
- In accordance with CA law, the expected pay range for this CA position is posted with this position. The actual compensation will be determined based on experience and other factors permitted by law.
