Director of Housing Choice Voucher Services

The North Charleston Housing Authority is seeking qualified candidates for the position of Director of Housing Choice Voucher Services. This position is responsible for the overall operation of the HCV Program and performs various analysis duties ensuring compliance with all applicable rules, regulations, standards, policies, and procedures. Responsibilities include short/long-term planning for the Housing Choice Voucher (HCV) Program, budget development and administration, fraud control, utility allowances, rent reasonableness, comparability studies, Landlord Liaison, as well as the development of the HCV Administrative Plan. This position is in North Charleston, SC.

Responsibilities include:

· Supervise department employees which involves such duties as instructing, assigning, and reviewing work, maintain standards, and acting on employee problems, with corrective actions as required.

· Reviews and analysis interdepartmental compliance results and correct areas of concern.

· Follow-up on required corrective actions from internal reviews.

· Development and recommend forms, manuals, procedural changes to enhance accuracy, consistency, and compliance.

· Assures the satisfaction of customers in quality and responsiveness of services.

· Ensures various records and reports including income, data, monthly reports, interims, contracts, HAP contracts, recertification letter, and termination letters are readily available.

· Receives and responds to inquiries and complaints from participating families, landlords/owners, or other sources regarding the department’s activities.

· Ensures excellence in customer service; prepares written responses as needed.

· Oversees staff activity to ensure that work and assigned task(s) are performed in accordance with established policies, procedures, performance goals and departmental objectives.

· Researches and analyzes data to correct any mistaken conclusions from initial projections and writes clear and thorough reports from investigative analysis to communicate findings.

· Trains new employees and instructs subordinates in the interpretation of applicable provisions and regulations.

Requirements:

· Knowledge equivalent of a bachelor’s degree in business administration, Public Administration, Social Work, or a related field; and five (5) years of supervisory experience, or an equivalent combination of education and experience.

· Must obtain certification as a Housing Choice Voucher Specialist and must pass all three areas, Occupancy, Eligibility and Rent Calculation, in no more than two attempts, within twelve (12) months of employment.

· Knowledge of HUD’s HCV program, occupancy, recertification, housing quality standards, and SEMAP processes, policies, and procedures.

· Strong communication skills and basic use of office equipment and software.

· Must possess a valid South Carolina driver’s license (within 3 months of employment), maintain a driving record acceptable to the Authority and its insurance carrier and have access to a motor vehicle.

· Must be able to pass pre-employment drug screening, criminal background check and reference check.
