POSITION SUMMARY
The Director of Human Resources is a key member of the senior leadership team and will provide strategic leadership in line with the Riverviews mission for human resources while aligning the people, policies, processes, and practices organization wide. This role will provide leadership for the programs, policies, practices, and relationships that affect our ability to attract, develop, retain, and engage employees. Position is responsible for strategic workforce planning, ensuring legal compliance, as well as the day-to-day HR operations. He/she focuses on the acquisition, development and culture of the best talent, critical drivers to achieve Riverviews goal of becoming the best place to work in health care in Spokane County. Manages the people metrics with the expected outcomes of minimal turnover, effectively manage expenses, high employee engagement, high quality patient care, and excellent experiences for all residents, visitors and employees. The Director of Human Resources is responsible for all HR operations. This hands-on role gives the opportunity to serve as a mentor to the team, as well as a strategic partner throughout the organization.

Responsibility/Standards of Performance
- Develop and execute HR strategies, programs, policies, processes, and initiatives that directly align with Riverviews mission, business plans and strategies.
- Monitor and ensure compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews and modifies policies and practices to maintain compliance.
- Champion the journey toward the best place to work in health care by fostering a high-performance culture focus that delivers high quality care and excellent experience.
- Design and implement a workforce plan based on local and national trends and projections.
- The Director of HR will provide grievance resolution and oversee disciplinary matters, disputes and investigations.
- Must be engaged, proactive, and diplomatic while partnering with key executive leaders.
- Lead the human resources department functions, including but not limited to recruitment, retention, performance management, employee and labor relations, occupational health and safety, compensation and benefits, unemployment claims and filings, L&I and workers compensation management, payroll processing, employee well-being programs, diversity and inclusion, employee engagement, employee orientation, training and development, leadership development, human resources communications and technology.
- As a member of the senior leadership team act as a trusted advisor in order to achieve strategic, financial and team objectives, as well as succession planning, diversity and inclusion and organizational development efforts to equip the organization for success long term.
- Serve as the primary management contact with the Human Resources Committee of the Riverview Board.
- Performs other duties as required.
Responsible for day-to-day operations that drive low turnover and high retention within Riverview to include:
- Deliver sound selection, onboarding, and orientation activities to create positive new employment experience.
- Foster high employee engagement through the development of strong HR programs and team execution of engagement action plans.
- Establish effective employee recognition programs.
- Deliver timely and informative internal communications to employees.
- Oversee overall pay and labor staffing seeking opportunities.
- Provide overall leadership of HR operations including salary and benefits administration and compliance with accreditation and regulatory requirements.
- Accountable for development and implementation of compensation and benefits strategies, as well as the people and processes related to compensation and benefits as well as compliance with applicable federal, state and local regulations and laws.
Responsible for day-to-day operations that minimize and mitigate employer risk to include:
- Ensure compliance with all HR regulatory requirements and employment law.
- Responds to EEO complaints and prepare position statements.
- Direct overall employee health and occupational safety with significant input.
- Ensure proper planning, response and reporting to the following agencies with respect to employee health and occupational safety: OSHA, CD, other federal, state and local agencies.
Responsible for strategic workforce planning for Riverview to include:
- Project workforce gaps considering current staff, local labor market, and national healthcare statistics, trends, and projections.
- Develop workforce strategies, including full-time/part-time/per diem mix, staffing models and education strategies/partnerships to prepare workforce for the future.
- Deliver leadership education and development, inclusive of transitional leadership training, general leadership effectiveness, diversity and inclusion, and labor relations and employee relations.
- Lead development and implementation of the human resources strategic and annual plans with an emphasis on the programs, practices and relationship that affect our ability to attract, develop, retain and engage employees today and in the future.
- Responsible for overall strategy and implementation of approaches to create a diverse and inclusive workplace.
- Partner with the CEO to ensure that quality improvement and change management skills are integral to our culture and teams.
- Responsible to design and execute leadership development strategies, programs and approaches in partnership to equip leaders for the future and support work across the organization.

Education:
- Bachelors degree in Human Resources, Business Administration, or related field or work experience required.
- At least five years of human resource management experience required.
- PHR, SHRM-CP or SHRM-SCP preferred.
Experience:
- This role requires someone who has a strategic mindset with a strong tactical human resources foundation, and the vision and experience to learn and grow, and support our work to build a team and culture to achieve our mission, vision and values.
- Experience of at least five years in a top HR leadership position.
- Healthcare experience is preferred.
- Demonstrated track record of driving high organizational performance and high employee engagement.
- Ability to formulate optional approaches to problem-solving, provide effective advice, and recommend a course of action.
- Ability to communicate effectively (all forms) with all levels of management, Board, employees and other stakeholders.
- Demonstrated business skills and financial understanding.
- Commitment to the philosophy, mission, vision, and values of Riverview and ability to demonstrate those values in leadership practices.

PHYSICAL DEMANDS
This position requires prolonged periods of sitting at a desk and working on a computer. Must be able to lift 15 founds at times.
WORK ENVIRONMENT
This is an indoor position. Must be able to move intermittently throughout the workday.
