The Director of Public Health Operations (DPHO) under the Department of State Health Services (DSHS) Associate Commissioner (AC) for Regional and Local Health Operations (RLHO) will ensure optimal day-to-day performance of essential division business functions and oversee daily operations in support of the agency’s public health mission.
RLHO is the largest division within DSHS with a staff of approximately 1500 and responsibilities that include provision of public health services across the state, public health emergency preparedness and response coordination, border public health activities and the Texas Center for Infectious Disease – a 74-bed capacity tuberculosis acute care hospital.
The DPHO will provide oversight, coordination, and implementation of strategic planning for RLHO, represents the RLHO Division and the AC in meetings and through correspondence with public health partners, health departments, organizations, coalitions, and committees, supervises staff in the Office of the AC and represent the Division on behalf of the AC by participating in executive and senior-level groups, meetings, and on committees, task forces, and inter-agency and intra-agency workgroups as requested. This position has wide latitude for independent judgment, decision-making, and direction of activities.
This position may be required to work outside of normal business hours during legislative sessions or emergency response situations.


Essential Job Functions:

(40%) Assists the Associate Commissioner (AC) in the management, coordination, and oversight of RLHO Division operations and manages core staff within the Office of the AC (OAC). Provides counsel and advice to the Associate Commissioner on Division strategic and business activities. Leads day-to-day OAC administration. Evaluates Division operations and makes recommendations for process improvements. Works with Division leadership ensure successful accomplishments of RLHO Division tasks and objectives in support of agency requirements. Ensures information and communications exchange within the Division and with external partners. Provides oversight to Division budget and works with OAC and Regional staff in stewardship of funds.
(20%) Represents the AC for Regional and Local Health Operations at internal and external meetings and serves on committees, task forces, and interagency workgroups as requested. Substitutes for the AC when necessary in executive meetings. Provides leadership, guidance, and oversight to stakeholder groups, advisory councils, task forces, and other ad hoc groups in support of RLHO's mission, goals, and objectives.
(20%) Provides project management on key initiatives and leads Division-wide workgroups. Conducts periodic evaluations to determine if objectives are being met and reports findings and recommendations for improvements to the AC and agency leadership. Establishes goals and objectives and ensures effective facilitation of Division work teams. Ensures accurate and timely submission of Division deliverables.
(10%) Plans, assigns, and supervises the work of OAC core staff. Directs, manages, and develops staff through a review of performance data, consultation, training, and performance appraisal. Responsible for hiring and selection, assigning work, completing performance evaluations, recommending personnel disciplinary actions, and scheduling and approving leave.
(5%) Coordinates with DSHS Office of Science and Population Health, Center for Health Statistics, and Health Policy and Performance to ensure the integration of RLHO Division research findings, epidemiologic surveillance, data analytics, and scientific expertise. Ensures that regulations and standards are established, and best practices are met at state and federal levels.
(5%) Performs other duties as assigned including but not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Registration or Licensure Requirements:


Initial Selection Criteria:
Master's Degree or higher within a field related to health or government administration; preferred experience as a public health executive officer.
Physician preferred.
Supervision of employees including hiring, staff development and evaluation, and counseling.
Experience in directing essential business functions and operations, program planning, and management and evaluation.
Leadership experience critical
Experience in multi-disciplinary fields
