SUMMARY
The Director of Public Services oversees and manages Engineering and Public Works. The Director of Public Services directs, plans, assigns, and reviews the work of the City Engineer and the Director of Public Works and all supporting technical and administrative staff assigned to each division. Additionally, the Director of Public Services is responsible for developing, administering, and managing the funding mechanisms for each division with an operating budget.
TYPICAL JOB DUTIES:
  • Plans, organizes, directs, implements and evaluates activities, programs, and projects involving Municipal Engineering and Public Works Departments.
  • Prepares, monitors, and administers the departmental budget of each division by reviewing spending trends and expenditure reports, consulting with personnel, analyzing financial data, and presenting an annual budget based on financial data and department needs to ensure that expenditures are within annual budgetary limits and in accordance with the goals of the City.
  • Oversees the purchasing of supplies/equipment/services, monitors inventory of internal supplies and equipment, ensures the acquisition of needed supplies/equipment/services in accordance with appropriate purchasing and bid laws and policies, and establishment and monitoring of contracts for contracted equipment and services.
  • Directs and supervises through subordinate supervisors (City Engineer and Public Works Director) and department personnel, by assigning and distributing work, directing staff in their job duties, monitoring progress of work, and providing performance feedback, quantitative metrics and training to staff.
  • Performs general administrative duties including reviewing/producing reports, letters, and other types of written correspondence, attending meetings, conferences, addressing complaints/concerns etc. as needed to maintain appropriate documentation, developing of job standards, ensure up to date processes and the efficient operation of the department.

MINIMUM QUALIFICATIONS:
  • Driver's license.
  • Experience supervising subordinates in Public Works, Recreation, Engineering, or Building/Construction through planning, assigning, coordinating, and reviewing work.
  • Experience developing, monitoring, and communicating budget information (e.g., department, division, or project budgeting).
  • Experience operating basic software such as Microsoft office systems (Word, Excel, Access etc.).
  • Experience making presentations to a variety of audiences (community meetings, council member, etc.) to explain, update, or answer questions regarding projects, services, or other activities?
  • Experience communicating information related to projects and services/operations (e.g., planning, budgeting, status reports, etc.).

PREFERRED QUALIFICATIONS:
  • Professional engineering license.
  • Experience with road construction, water damage, storm water drainage, and road/storm water repair work.

CRITICAL KNOWLEDGES:
  • Knowledge of budgetary principles and procedures, and encumbrances/expenditures such as revenues, expenditures, and appropriations involved in establishing and maintaining budgets.
  • Knowledge of occupational hazards and necessary safety precautions when working near utility lines (e.g., power, gas, water, etc.).
  • Knowledge of techniques, materials, small and heavy equipment operation, and tools used in paving and road construction and repair.
  • Knowledge of the appropriate uses and functions of heavy or construction equipment (e.g., what type of equipment can be used where).
  • Knowledge of Alabama Department of Transportation (ALDOT) guidelines, procedures, and standards.

WORK ENVIRONMENT:
Work is conducted both indoors in office setting as well as regular field visits to external construction worksites. Work involves use of standard office equipment, such as computer, phone, copier, etc. Work may also involve the use of various hand tools such as hammer, screwdrivers, wrenches, etc. Workers may be exposed to weather conditions, such as extreme hot or cold temperatures, or other potentially hazardous conditions such as near roadway traffic, etc.

PHYSICAL DEMANDS:
Job occasionally involves moderate physical exertion required for occasional prolonged periods of lifting, carrying, balancing, climbing, stooping, kneeling, crouching, or crawling. Job may involve occasional lifting of items or objects weighing up to 50 lbs.
