Southeast Michigan Community Alliance (SEMCA) is recruiting talented professionals who want to contribute and make a difference in our southeast Michigan community!! SEMCA is a Michigan Works! Agency providing workforce development programs to residents in Wayne and Monroe counties, excluding the city of Detroit. Job Summary
The Director of Regional Initiatives and Grant Compliance provides strategic direction and oversight for the Global Epicenter of Mobility (GEM) Talent Transformation project. The Director’s role duties include strategic planning, staffing, budgeting, compliance, reporting, communication with the U.S. Department of Commerce Economic Development Administration (EDA), management, and incorporation with GEM governance and related matters. The Director will lead the SEMCA team and its partners to deliver this extraordinary regional mobility work in the southeast Michigan region. This includes meeting GEM regional project federal grant deliverables, oversight of federal grant compliance, reporting, subrecipient/subaward monitoring, and leading grant management activities.
Essential Duties and Responsibilities
- Works collaboratively with SEMCA and Detroit Regional Partnership (GEM Central) leadership to achieve federal compliance on regional initiatives
- Assists with planning activities specific to new and existing regional workforce initiatives
- Provides guidance and support to the Chief Operating Officer
- Assists with developing project design strategy where required
- Identifies key partners; builds and maintains alliances with these key partners
- Manages staff and daily partner activities for all regional initiatives
- Leads career pathway and sector strategy development needed for GEM implementation
- Co-manages employer-led collaboratives for sector strategy development and strategic guidance
- Oversee development of strategies to broaden and enrich employer engagement and participation
- Reviews and submits federal and board reports
- Provides technical assistance to grant subrecipients and sub-awardees
- Performs and oversees outreach to key stakeholder groups to encourage engagement with grant subtasks
- Works with Fiscal partners to prepare budget updates for administration and budget modifications for federal entities
- Oversees development and posting of Request for Proposals (RFPs) for the procurement of contractual grant activities
- Creates and distributes policy and procedure documents related to administrative and grant activities
- Provides strategy and support for marketing and communications aspects of the GEM project
- Identify and develop tools and resources to support cluster initiative success
- Identify opportunities to align with other cluster initiatives
- Assists with the production and distribution of all final products for grant activities
- Actively maintains current knowledge of federal grant requirements and reporting guidelines
- Manages or delegates to staff coordination of meetings, conference calls, agenda preparation, facility reservation and preparation, and meeting minutes recording and transcription
- Works with key SEMCA staff to manage accounting activities of grants, including tracking orders and ensuring complete and organized records of purchases
- Ensures deadlines are met for all program contracts and reports
- Attends and presents at meetings and events, as needed
- Performs other duties as assigned to support SEMCA
Qualifications
All SEMCA team members are expected to be technically competent and committed to continuous development of their skills. The following skills, knowledge and education or certifications are required for this position:
Required Qualifications:
- Bachelor’s Degree
- Minimum five (5) years of experience in senior level management
- Minimum three (3) years of grants management experience with a deep understanding of grants processes and related financial and compliance issues.
- Demonstrated experience of strong analytical, project management, writing and presentation skills
- Proficient in Microsoft office (Word, Excel, PowerPoint)
- Strong working knowledge and usage of government data sites
- Excellent verbal and written communication skills
- Economic intuition and reasoning skills
- Reliable transportation to attend meetings in the metro-Detroit area
- Ability to work in a dynamic team environment and ability to work both independently and with a high degree of dependability and quality
- Evidence of creative thinking, supporting problem resolution, and ensuring customer satisfaction
- Strong desire to learn and innovate
- Multi-tasking skills, self-motivated
