Reporting directly to the VP Government and External Affairs/Public Policy, the Director, Public Policy, State Affairs will oversee a team of policy professionals with the designed goal of enhancing internal and external policy knowledge by identifying and responding to policy issues, the development of favorable policy environments and the response to immediate policy matters for each current operating and expansion market. The Director will work to enhance the current policy analysis operation of the Public Policy department by coordinating efforts across the entire AmeriHealth Caritas Family of Companies, including with corporate shared services and individual lines of business including Medicaid, Medicare the ACA Marketplace and all ancillary services. Additionally, the Director, Public Policy, State Affairs, will be responsible for developing strategies to position ACFC as an industry thought leader on innovative health care policy solutions through a strategic and state specific approach. Specific duties include, but are not limited to:
- The Director, Public Policy, State Affairs will oversee the monitoring and tracking of state legislation, monitoring state hearings and identifying national trends.
- The Director, Public Policy, State Affairs will oversee the proactive evaluation of the state and industry policy environment on a continuous basis for its potential impact on the Family of Companies. The Director, Public Policy, State Affairs, in coordination with Market leadership, will identify issues in which the Family of Companies has an interest and may wish to take a position on and/or appropriate action towards. Duties associated with this task include:
- Developing, recommending and contributing to thought leadership activities and competitive differentiation strategies.
- Engaging external stakeholders such as elected or government officials as a subject matter expert as assigned.
- Leading and representing AmeriHealth Caritas’ interests in policy-influencing, external facing advisory committees, trade associations and affinity groups, including workgroups/taskforces.
- When appropriate, the Director, Public Policy, State Affairs will engage federal agencies tasked with state oversight.
- The Director, Public Policy will direct/oversee workgroups composed of Public Policy staff and internal stakeholders in the development of policy positions on proposed legislation, waivers and regulation [with specific attention paid to government process]. This includes:
- Enhancing the coordination of information sharing throughout the organization and lead policy-driven projects.
- Maintaining and improving systematic communication with other departments about ongoing policy concerns and opportunities.
- Contributing and developing content to internally-distributed newsletter entitled the Capital Report and its live webinar counterpart.
- The Director, Public Policy, State Affairs is responsible for assuring that matters of Public Policy are considered in the development of the following at the plan or enterprise levels:
- Strategic and Innovative management
- Enterprise Risk management
- Communications Strategy
- Regulatory Change and Compliance Management
- Advising and participating in company responses to Requests for Information, Requests for Procurement, public comments, and the development of other public policy documentation.
- The Director, Public Policy, State Affairs will assure the maintenance of nationally-reflective database of state waiver and legislative activity and package this information for executive consumption.
Education/ Experience:
- Bachelor’s Degree; Public Policy, Healthcare Administration or related field.
- Master’s Degree preferred.
- 5 to 10 years professional experience working in healthcare and/or public policy.
- Understanding of health care operations, the public health/safety net community of providers with focus on those funded by the DHHS/HRSA.
- Relationships with federal agencies and national associations as key stakeholders to AMFC interests.
- Proficient in MS Office.
- Demonstrated presentation and public speaking skills.
