POSITION: Employee and Labor Relations Manager
RESPONSIBLE TO: Director of Human Resources
SCHEDULE: Full-time, 20% on-site (traveling to health centers & Denver Admin Building) / 80% Remote
SALARY RANGE: $87,314.82 - $98,273.60

THE OBJECTIVE: As Employee and Labor Relations Manager you are responsible for employee and labor relations in a mixed Union/non-Union environment within the Human Resources Department.

SUCCESS:
You will know you are successful when all labor matters are handled in compliance with the Collective Bargaining Agreement (CBA), personnel policies, and labor law. PPRM will have positive employee relations with Union and non-Union employees alike and managers will be supported in resolving conflict, managing performance, and navigating the CBA and personnel policies.

SNAPSHOT: : Much of your time is spent assisting managers and PPRM leadership with CBA compliance and performance management. You will meet regularly with Union staff to represent PPRM’s interests on a variety of matters. Much of your time will be spent collaboratively in meetings either on the computer, in person, or on the phone in small or large groups. Some of your work will be done alone gathering data, writing reports and policies, and analyzing facts. You will travel to locations across our region to meet with staff, resolve problems on site, and conduct investigations.


QUALIFICATIONS:

  • At least three years of experience working in Employee and/or Labor Relations.
  • Strong knowledge of labor law, as well as knowledge of labor practices and principles.
  • You may have a legal background.
  • You have excellent verbal and written communication and presentation skills and the ability to build trust while maintaining confidentiality.

PRIMARY AREAS OF RESPONSIBILITY / ESSENTIAL FUNCTIONS:

  • 1)Labor Union Relations: You hold responsibility for building and maintaining positive relationships with bargaining units and across all departments, ensuring staff at PPRM are well positioned to carry out our mission. You are someone who leans into conflict rather than shying away; you see effectively navigating disputes as key to a healthy team and take seriously your role as someone who can resolve challenges. You manage and provide guidance in all aspects of labor relations, including but not limited to:
  • Serving as the first point of contact for any and all issues related to and/or involving the Union;
  • Managing the Collective Bargaining Agreement (CBA) and providing day-to-day CBA interpretation to supervisors and management teams.
  • Coordinating meetings between union officials, legal counsel, employees, and management to support building effective relationships and facilitating the dispute resolution process;
  • Assisting and advising managers with scheduling, preparing, and conducting grievance hearings; coordinating team planning and processes for resolution.
  • Maintaining accurate files and records, including confidential material.
  • Preparing and providing the Union with required reports; processing dues requests; and responding to Union information requests.
  • Preparing Labor Relations reports by tracking, analyzing, and summarizing data and trends;
  • Participate in contract negotiations by:
  • Providing input with the Bargaining Team in establishing negotiations strategy.
  • Researching, identifying, and providing labor relations recommendations to Executive and Negotiating Teams upon request.
  • Collecting, analyzing, and assembling data to support PPRM’s position in contract negotiations;
  • Collecting and responding to Union information requests;
  • Assisting with the preparation of PPRM proposals and analyzing Union proposals; and
  • Taking minutes

2) Employee relations:
You are a key player in supporting our supervisors, ensuring smooth and effective processes that embody our organizational values. You balance the interests of our staff and those of the broader organization and help navigate complex situations with respect and care. As part of this work, your role includes:
  • Providing guidance and support to supervisors for employee growth, recognition, discipline, and performance management.
  • Receiving employee concerns regarding workplace issues and managing the issue through resolution.
  • Conducting and documenting investigations and/or coordinating the process with legal counsel and third-party vendors as appropriate.
  • Writing and revising policies to support PPRM strategy and staying in compliance with state and federal labor laws; assisting with policy implementation as assigned.
  • Coordinating communications among management teams regarding employee relations matters, process, and resolution.
  • Developing and delivering training programs and materials on PPRM personnel policies and contract administration.
  • Analyzing, managing, and supervising employee relations programs as assigned and make recommendations for improving processes and better efficiencies.
  • Collaborating with the equity & belonging team to establish equitable policies, CBA language, and human resources practices.

3) Agency Responsibilities
  • You lead by example and hold yourself and others accountable to PPRM Values, Services Standards, and the REACT model.
  • Participates in abortion services (participation can include referrals, information, education, counseling, performing, scheduling, etc.).
  • Other duties as assigned.

COVID-19 Vaccine & Booster:
PPRM requires that all employees are fully vaccinated and boosted as a condition of employment. An employee is considered fully vaccinated two weeks after receiving the second dose of a two-dose vaccine (Pfizer or Moderna) or one dose of a single- dose vaccination (Johnson and Johnson/Janssen). The COVID-19 vaccine booster shot is required by the first day of employment, or five months after receiving the final dose of the original vaccine series, whichever is later. Proof must be uploaded upon starting. You will upload a picture or pdf of your vaccination card(s) on your first day of orientation.

Flu Protocol:
All employees working directly with patients or working in a health center will be required to have the flu shot or wear a mask during patient contact or while in the health center from October 1 – April 30 each year (Flu Season). The flu shot will be available to health center employees in the health center in addition to being able to seek the flu vaccine externally through the medical plan or reimbursement.
