POSITION: Energy Manager
LOCATION: Central Services - Facility Services
SALARY: State Administrator Salary Scale
REPORTS TO: Executive Director of Facility Services
TERM OF EMPLOYMENT: 12 Months - Full Time
JOB GOAL: Johnston County Public Schools is seeking an innovative, highly motivated, skilled, and service-oriented individual to lead a successful and sustainable energy management program across the school district. This individual uses established and/or innovative best practices so JCPS will be good stewards of the environment and energy resources while minimizing utility costs for taxpayers. This role strategically develops short, mid, and long-term strategies to meet performance goals while working cooperatively with HVAC, Controls, Plumbing, Electrical, Renovation, and New Construction teams. This is a high-level position and is integral to the vision and mission of JCPS.
DUTIES AND RESPONSIBILITIES:
- Introduces and oversees a successful energy conservation program for the school district, including guidelines for use, monitoring of, and energy reduction goals without sacrificing student and staff safety or comfort (there is an established temperature control policy in place and makes recommendations and improvements to).
- Benchmarks, audits, and identifies inefficiencies with energy and water consumption to make adjustments while minimizing costs to the fullest extent possible or achieving an identified energy savings goal. Tools such as Capturis are provided to assist in data collection and reporting.
- Works in collaboration with Facility Service departments to discover maintenance needs and provide an exceptional indoor air quality environment conducive for teaching/learning.
- Contributes and offers insight to the design of new construction and capital improvement projects including energy savings projects projecting a return on investment.
- Must have the ability to analyze utility data, compile reports for tracking and forecasting, identify issues, and maintain utility budgets.
- Identify and apply for potential grant funding sources. JCPS employs a grant writer to assist with this task.
- Works closely with school staff to ensure energy needs are scheduled and met while ensuring proposed energy efficiencies are followed.
- Performs other duties and accepts responsibilities as assigned.
KNOWLEDGE AND ATTRIBUTES:

- Demonstrated understanding of energy efficiency best practices shared through ASHRAE, LEED, and other societal standards, technologies and design principles.
- Develops and adjusts energy schedules, without undermining comfort, via energy modeling, operating costs projections, and ideal rate structures.
- Ability to establish and maintain effective working relationships with school staff, supervisors, colleagues, and stakeholders.
- Ability to keep accurate records, prepare timely and detailed reports, make presentations on behalf of the program with various audiences, including in public forums such as school board meetings.
- Knowledge of and ability to follow federal, state, and local energy guidelines, as well as board policies.
- Working knowledge, experience, and expertise in automated building control systems for monitoring, operation, and proactive maintenance.
- Knowledge of HVAC, refrigeration, electrical, and plumbing systems and the ability to effectively communicate, to stakeholders, energy conservation decisions.
- Knowledge of energy types and the direct purchase or collection of each.
- Knowledge of building, fire, and life safety codes as it relates to the duties of the position.
- Knowledge of OSHA regulations, safety hazards, and safety practices.
- Knowledge of computers and computer programs necessary to complete the duties of the position.
- Demonstrates a commitment to continuous quality improvement; supports and exhibits organization core values of caring, respect, integrity, responsibility, high expectations, customer-driven, and valuing diversity.
- Must be able to communicate effectively orally and in writing and establish working relationships with all school personnel, public officials, and contract vendors in order to meet the energy program goals.
PHYSICAL REQUIREMENTS:
- Must be able to perform medium/heavy lifting and/or exerting up to 15 pounds of force
occasionally, and/or a negligible amount of force to constantly lift, carry, push, pull, or move objects.
- Must be able to climb ladders and be capable of walking, climbing, driving long distances to complete the tasks required of the position.
ACCEPTABLE TRAINING AND SPECIAL REQUIREMENTS:
- Bachelor’s degree in engineering or energy management related field preferred.
- Demonstrated previous success in energy management related to the position.
- An energy related certification is preferred such as: Certified Energy Manager (CEM), Certified Sustainability Professional (CSP), Leadership in Energy and Environmental Design (LEED), Engineer in Training (EI), Professional Engineer (PE), or Energy Manager in Training (EMIT).
- Passion for saving energy while providing excellent spaces for end-users.
- Possession of a valid North Carolina driver’s license.
- Must be able to work flexible hours including nights and some weekends to perform the duties of the position.
