The mission of the Department of Energy and Environment (DOEE) is to protect and restore the environment, conserve natural resources, and improve the quality of life in the District of Columbia. As the nation's capital city, the District will become a model of environmental protection and sustainable environmental practices. In partnership with other District agencies, the federal government, business groups, non-profit organizations, and residents, the department will help instill environmental awareness through innovation and best practices.

The Energy Program Specialist position is located in the Energy Administration, Policy and Compliance Division, Renewable Energy and Clean Transportation Branch. The incumbent will work to support the Solar For All program and the District’s transition to a clean transportation system through outreach, community engagement, development of grant applications and conducting grant management activities, and otherwise communicating with District residents to address questions and concerns. They will also partner with community organizations and other District government agencies to share information about the program and help leverage their support to sign-up residents for the program.


Duties and Responsibilities

The incumbent will utilize knowledge of community engagement, grant management and grant development best practices, and ensure compliance with applicable District laws when signing up residents for the program.

The incumbent will be required to interact regularly with a diverse set of constituents and stakeholders, and to participate in community outreach events and activities both virtually and in-person depending on the situation. A general familiarity with how to interact with members of the public through virtual means is helpful.


Qualifications and Education

Specialized Experience: Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must be equivalent to the next lower grade in the normal line of progression.

License and Certification

The work is performed in an office which is an adequately heated, lighted, and ventilated and in the field.

Collective Bargaining Unit: This position is covered under the collective bargaining unit represented by AFGE Local 2725 and you may be required to pay an agency service fee (dues) through direct payroll deduction.
