Position Summary & Responsibilities

Position Summary: The Environmental Admin/ Project Manager position (K0226359) within the Department of Environment/ Bureau of Environmental Field Services is hiring in Topeka. This position will assist Kansas Department of Health and Environment (KDHE) staff, the regulated community, and the public with the Kansas Environmental Information Management System database. As the Livestock Waste Management Section moves toward electronic submission of data, there will be more new users trying to understand how to submit data.

Job Responsibilities may include but are not limited to the following:

Evaluate the regulatory activities associated with the National Pollution Discharge Elimination System Electronic Reporting Rule - Phase 2. Incumbent is responsible for evaluating the rule and understanding the NPDES programs, permitting processes in KEIMS. Incumbent will work with Windsor and EPA to address Reporting Rule issues.

This position will design forms and documents in KEIMS and publish forms for internal and external use. In addition, this position will beta test the KEIMS UAT environment during upgrades that occur to the KEIMS production software. The incumbent will be expected to work with multiple KDHE bureaus and the regulated community regarding KEIMS.

Qualifications

  • Education:
    • High School Diploma or GED
    • Bachelor’s degree in software program management.
  • Licensing & Certification:
    • Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
  • Minimum Qualifications:
    • Work experience with similar databases may be substituted for education as determined relevant by the agency.

  • Preferred Qualifications:
    • Experience with KEIMS database and NPDES permitting programs.
    • Word, Excel, PowerPoint, Access
    • Proofreading, editing, attention to detail
    • Experience with federal and state environmental rules, regulations, and compliance.
    • Experience developing and managing an information technology project.
    • Experience developing and implementing a training program.
