THE POSITION:
THE OPPORTUNITY:

The Agency is a regional wastewater treatment agency and wholesale distributor of imported water serving approximately 875,000 people over 242 square miles in western San Bernardino County. Over 300 personnel contribute to the success of the Agency. The Agency owns and/or operates, and maintains 5 water recycling facilities, 160 miles of sewer collection system, a potable water facility, 19 supply water well sites, 4 sewage lift stations, a recycled water distribution and storage system, 19 groundwater recharge sites, a 400,000-square foot indoor composting facility, and a 66,000 square foot Headquarters building.

This recruitment is being conducted to fill (1) vacancy and will establish an eligibility list which may be used to fill future vacancies as they occur during the active status of the eligibility list.
This position is a Limited-Term (2 years) employment opportunity. Limited-term employees are "AT-WILL" employees, and their employment can be terminated at any time, with or without cause, and with or without notice.
A full-time, limited-term employee shall be eligible for the same insurance and leave benefits, as a regular Agency employee occupying the same regular classification, pursuant to the applicable Personnel Manual or MOU EXCEPT for the following: educational reimbursements, certification or licensing payments/reimbursements and computer loans.

Under general supervision, assists in the development and implementation of educational programs, public relations and community outreach activities to achieve IEUA and member agency goals and objectives; serves as liaison to and/or represents the Agency at community events and activities; and performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS:
An External Affairs Specialist I performs entry-level professional duties in developing and implementing public outreach, education and media relation projects and activities. Incumbents are expected to represent the Agency with other organizations and the media, and assist in the production of print, video and other marketing materials required in support of the public outreach program. Duties and responsibilities are carried out with considerable independence within a framework of established policies and procedures.

EXAMPLES OF ESSENTIAL FUNCTIONS:

Implements Agency and Metropolitan Water District education programs; identifies, markets to and recruits eligible participants; assists in and/or develops and implements educational components of the programs; evaluates program effectiveness; develops mini-grant process and/or tracks and reports data for use in grant administration.
Represents the Agency in a wide variety of public interactions and in meetings and presentations with member agencies, civic and community organizations; implements conservation and education programs and conducts presentations to school, community and business groups; leads tours; answers questions and provides information to individuals and groups.
As assigned, writes press releases and arranges media interviews, public service announcements, fact sheets, flyers, newsletter articles, brochures and other written materials for use in community and education outreach programs and media relations initiatives; assembles press kits for major events or initiatives; maintains effective media relations; assists Board members, Agency executives and department managers in the preparation of announcements and public information materials.
Acts as an Agency liaison to external groups and member agencies; assesses community values, issues and concerns and communicates them to management; anticipates internal and external constituent needs and proactively provides information, access and communication; develops talking points on key programs and issues and briefs management and employees.
Assists with routine content update of the Agency's website; reviews and monitors the website and a variety of social networks, including content coverage and accuracy, frequency of postings and public responses; provides input on social media strategy, e-mail marketing and community outreach notification programs.
Assists with purchasing, storing, inventorying and distributing printed/graphic materials and promotional products; obtains vendor quotes; creates purchase requisitions, expedites deliveries of project orders; adheres to budgets and deadlines for all projects.

QUALIFICATION GUIDELINES:
TRAINING AND EXPERIENCE:
Graduation from a four-year college or university with a major in marketing, public relations or a closely related field, and at least two years of progressively responsible experience in public information, marketing, public relations and social media; or an equivalent combination of education, training and experience. Experience in a public agency is preferred.

Retirement
California Public Employees' Retirement System (CalPERS):
An employee who becomes a "new" member of CalPERS for the first time on or after January 1, 2013 (and who was not a member of another California public retirement system prior to that date) will be enrolled in the CalPERS 2.0% @ 62 benefit formula with a three-year final compensation in accordance with Public Employees' Pension Reform Act of 2013 (PEPRA). New members (PEPRA) will be required to pay half of the normal cost [Govt. Code Section. 7522.30(c)] currently 6.25% of eligible earnings toward the employee contribution.
An employee who is a "classic" member of CalPERS, or a current member of another California public retirement system, who is hired on or after January 1, 2012, will be enrolled in the CalPERS 2.0% @ 55 benefit formula with a three-year final compensation. Classic members shall contribute 7% of eligible earnings toward the employee contribution.
Social Security/Medicare:
Along with CalPERS retirement, the Agency also participates in Social Security and Medicare. The Agency pays 7.65% on your behalf [6.2% Social Security + 1.45% Medicare], and the employee pays 7.65% via payroll taxes.

Health insurance is offered through CalPERS, and enrollment is optional with evidence of health coverage from another source. Eligible employees who waive their medical benefit receive a cash incentive payment. Coverage is effective the first day of the month following enrollment.
Dental and Vision Insurance
The Agency offers two dental plans – Delta Dental (PPO) and Western Dental (DPO). Enrollment in one of the plans is mandatory. Coverage is effective the first day of the month following enrollment.

Flexible Spending Account (FSA) Plan
Upon completion of six months of employment, employees may participate in the Agency's Section 125 Cafeteria Program.
