Examples of Duties

Extra-Help are not entitled to county benefits and are limited to a maximum of 25 hours per week. Extra-Help pay is $28.16 per hour.

Duties may include, but are not limited to, the following:

  • Conduct extensive research and analysis of intelligence information and compile data into viable form to provide general or specific intelligence information for use in investigative, preventative and operational purposes.
  • Collect and coordinate information and intelligence extracted from numerous law enforcement data sources, organize, analyze and prioritize intelligence; determine reliability and validity. Identify and monitor emerging and on-going crime trends and notify appropriate personnel of relevant and actionable information.
  • Maintain intelligence databases; prepare comprehensive written reports for use by various law enforcement personnel; prepare and submit crime statistics.
  • Conduct suspect work-ups using various law enforcement systems, public records databases and agency contacts to support development or offender profiles.
  • Research and analyze intelligence to identify gaps and subsequently collect intelligence from open, covert, electronic, satellite and human intelligence sources.
  • Assist with special analytical projects dealing with crime, demographic, resource allocation, budget, grant-funded activities and/or special operations.
  • Establish and maintain working relationships with other law enforcement agencies and crime intelligence analysts for the purpose of strategic information sharing, crime prevention strategies and multi-agency collaborations.
  • Provide analytical services and support for prosecutorial efforts; may testify in court.

Minimum Qualifications

Experience:
One year of experience in criminal intelligence, investigative law enforcement or related field of investigation;
or
Successful completion of California Basic P.O.S.T. training.

Education:
Completion of at least 60 semester units at a college or university in public or business administration, information management, criminal justice or other related field;
or
Any combination of equivalent training may be substituted for education on a year-for-year basis.

Special Requirements:
Must possess and maintain a valid California driver license; must successfully pass a comprehensive background investigation.

  • Considerable knowledge of computer operations and related software programs.
  • Communicate effectively with others in person and over the telephone.
  • Work independently.
  • Perform job duties under stressful conditions and respond appropriately to situations, coordinate multiple tasks and prioritize timelines.
  • Maintain confidential information in accordance with legal standards and/or County regulations.
  • Frequent use of depth perception, peripheral vision and color perception.
  • Frequently lift, carry, reach, push, pull, twist and manipulate large and small objects.
  • Kneel, bend, twist, squat, balance and crawl, occasionally lift and carry up to 40 pounds.
  • Frequent use of hand-eye coordination and repetitive hand and arm motion.
  • Normal dexterity, frequent holding and grasping.
  • Sit, and stand or walk for extended periods of time.
  • Frequent public contact, concentration in noisy conditions, exposure to emergency.
  • Occasional exposure to hazardous materials, cold and heat.
  • Regular attendance is an essential function.
Knowledge of:
  • Criminal judicial system.
  • Crime analysis processes to include data access, collection, collation, analysis and dissemination.
  • Law enforcement systems and software.
  • Basic information needs and objectives of law enforcement officers, prosecutors and other users of statistical crime data.
Ability to:
  • Understand, interpret and apply detailed instructions, rules and regulations.
  • Learn a variety of computer applications.
  • Review, evaluate and analyze current crime/intelligence data, current events, periodicals and publications related to criminals and their activity.
  • Comprehend, interpret and respond to crime/intelligence information and conduct analytical investigations.


HOLIDAYS & LEAVES

VACATION

10 days the first 5 years of continuous employment (limited to a maximum of 160 hours), 15 days in the second 5 years of continuous employment (limited to a maximum of 240 hours), and 20 days after 10 years of continuous employment (limited to a maximum of 320 hours).

SICK LEAVE

.0462 hours sick leave for each paid regularly scheduled work hour. 12 days (96 hours per year) with unlimited accumulation. Optional annual buy back of a portion of accumulated sick leave hours upon meeting certain criteria.

HOLIDAYS

Twelve paid holidays annually plus one optional holiday.

BEREAVEMENT LEAVE

Three (3) regularly scheduled work days or five (5) days if distance traveled over 500 miles one-way.

INSURANCE

HEALTH INSURANCE

County paid health plan with maximum contributions; 100% for employee up to maximum of $420, 50% of dependent up to maximum of $100 for child/$220 for spouse biweekly. There are multiple health plans to choose from. County paid dental and vision plans, 100% for employee, with 50% of dependent premiums paid by the County.

County sponsored employee health clinic available for zero or reduced co-pay depending on selected health plan.

DISABILITY INSURANCE

State Disability Insurance - Benefit based on highest quarter during previous calendar year. Employee pays premium.

LIFE INSURANCE

$10,000 County-paid coverage (Accidental Death and Dismemberment included). Voluntary Term Life and Universal Life Insurance available - premium paid by employee.

RETIREMENT

DEFERRED COMPENSATION

The County offers a 457 Deferred Compensation Plan. Employees choose their investment funds and can make pretax contributions to the plan up to the maximum allowable.

MERCED COUNTY EMPLOYEE RETIREMENT ASSOCIATION

The retirement plan is a defined benefit plan administered pursuant to the County Employees Retirement Law of 1937 and other provisions of the California Government Code. MCERA members also pay into Social Security. The applicable benefit formula is dependent upon your hire date with an MCERA employer; your pension amount will be determined by your age, years of service and final compensation amount.

EXTRA HELP EMPLOYEES DO NOT QUALIFY FOR COUNTY BENEFITS.
