Position Title: Facilities Manager

Reports To: Senior Director of Security and Environmental Management
Supervises: Facilities contractors and subcontractors
Grade: E-6

Summary:
- The Facilities Manager will oversee facility operations and maintenance of all physical structures and facilities-related systems for Planned Parenthood of Greater Texas (PPGT). This position keeps supervisor and/or leadership informed of any and all conditions affecting compliance in accordance with facilities and safety regulations. Plans and oversees building work and renovation. Demonstrates a commitment to the organization's mission and ensures facilities are maintained in a manner that reflects well on the organization’s brand and reputation. Ensures productivity expectations and compliance standards are maintained. Abides by the organization’s mission in performing job duties. Demonstrates an understanding of and commitment to quality healthcare and excellent customer service.
Essential Job Functions & Expectations
- Performs and oversees any and all facilities maintenance duties reasonably necessary for the service and convenience of employees, clients, and tenants of the organization.
- Manages the installation, maintenance, and testing of all facility-related systems and buildings including: HVAC, plumbing, mechanical, electrical, sprinkler, fire alarm, physical structures and public, office, storage areas, etc. May also assist in the installations, maintenance, and testing of security and phone systems.
- Reviews and prioritizes maintenance programs, work orders, and schedules; identifies and assigns facility improvements and repairs and monitors ongoing mechanical maintenance.

- Researches and responds promptly to customer and employee complaints and keeps customers well-informed of problem resolution.
- Provides input to short and long range facilities maintenance plans for organization.
- Ensures all purchases and expenses comply with purchasing requirements and obtains necessary approvals.
- Ensures housekeeping in all facilities result in a positive internal and external customer experience by having exceptional cleanliness in the facilities and well-groomed grounds that reflect positively on PPGT at all times.
- Reviews facility laws, regulations, and contract requirements and meets Planned Parenthood Federation of America (PPFA) accreditation elements of performance and standards.
- Assists with negotiating, managing, and enforcing vendor maintenance contracts and warranties.
- Ensures vendor contracts are obtained and renewed per organization policy.
- Ensures that facilities meet government regulations and environmental, health and life safety standards. Takes action as appropriate to comply with orders or requirements affecting organization property by federal, state, county or municipal authority having jurisdiction.
- Builds and develops relationships with key suppliers, maintenance contractors, health center managers, and tenants.
- Takes after-hours call to provide management support for facilities.
- May assist with ensuring tenant maintenance needs are addressed.
- In conjunction with the leadership, responsible for the allocation and management of space within buildings.
- Responsible for inspecting facilities for the purpose of ensuring continuous quality improvement in maintenance operations including, but not limited to, work order follow-up and preventative maintenance operations.
- May assist departments in investigations relating to claims, damage or destruction to organization property.
- May serve as backup for supervisor as needed.
- Assists with the disposal of facilities-related assets.
- Works with leadership in reviewing and executing architectural/engineering planning and design.
- Responsible for oversight of hired contractors for facility related maintenance including grounds and custodial support, construction or maintenance portion of capital projects.
- Works with leadership in ensuring construction and renovation projects are on time and within budget.
- Coordinates clinic relocations with a minimum of downtime, disruption, and expense.
- Produces timely and accurate reports to PPFA and regulatory agencies.
- Serves as a role model for staff in quality of work, competence, standards of behavior, initiative, teamwork, and compliance with affiliate policies.
- Has restricted access to client private health information and has no reason to view protected health information (PHI). May have access to data that is not considered PHI, such as aggregate numbers.
- Ensures achievement of organization’s goals, vision and mission.

Minimum Education/Experience:
- Bachelor’s degree + 1 year of related professional experience or Associate’s degree + 5 years of related professional experience or High School diploma or equivalent + 9 years of related professional experience. Related professional experience: facilities management or site management. Experience in health care industry preferred.

- Must have excellent computer skills with knowledge of Microsoft Word, Excel, Outlook, and Internet. Must have the willingness and ability to adapt to change including advances or new technology.
