The Recharge Operations Supervisor is responsible for first level management duties in the area of recharge system operations and for supervising recharge system operators. Incumbents are also responsible for overseeing operation of the recharge system, analyzing hydrologic data and ensuring that water is efficiently captured and recharged by the recharge system.
The mission of the Recharge Operations Department at OCWD is to replenish the groundwater basin and manage the conservation pool behind Prado Dam. This entails recharging the Santa Ana River baseflows and stormflows, GWRS, and imported water. Duties of the Recharge Operations Supervisor include, but are not limited to:
Supervises recharge operators to include prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; and making hiring, termination, and disciplinary recommendations.- Maintains operational records on computer databases related to hydrologic data, recharge rates, water levels, etc. and oversees compilation and preparation of a variety of monthly reports; distributes reports to appropriate departments and external agencies.
- Manages operation, troubleshooting and maintenance of the Supervisory, Control and Data Acquisition (SCADA) system for District’s recharge system.
- Oversees the compilation and assembly of data for a variety of reports that account for water percolated and recharge facility activities, including data generated by the SCADA system. Analyzes collected data to document system performance and for use in increasing system efficiency.
- Oversees inspection and analysis of materials cleaned out of basins, surveys elevations to install reference staffs, and establishes relative elevations on special and/or research projects.
- Assists in preparing the annual budget; submits requests for funds required to maintain plants and equipment.
- Observes water levels, measures flow rates, and operates water conveyance devices such as valves, sluice gates, and pumps.
- Analyzes the recharge system status and recommends actions to take in response to water capture, conveyance, maintenance, and permitting requirements. Requires the ability to quickly analyze and respond to fluctuating conditions.
- Performing other duties of a similar nature or level, as assigned.
Typical Qualifications
Education/Training: Bachelors or Associate’s Degree in Hydrology, Geology, Environmental Sciences or a related field is preferred. Possess a State of California Department of Public Health Grade D-2 Certification. Incumbents must have a valid California Class C driver’s license and be able to drive OCWD vehicles on public roadways.
Experience: Minimum eight years’ experience in water systems operations, water data collection, or recharge operations; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. Minimum two years supervisor experience.
Special Requirements :
Possession of a valid California Class “C” Driver’s License and proof of automobile insurance.
Special Working Conditions:
Positions in this class typically require the ability to climb, balance, stoop, kneel, crouch, crawl, reach, stand, walk, pushing, pull, lift, grasp, feel, and perform repetitive motions; exert up to 20 pounds of force frequently and up to 50 pounds of force occasionally; working outdoors in rivers, stream channels, and basins during windy, raining, hot, or cold climatic conditions.
SCHEDULE:
9/80 with every other Friday off. Requires participation in 24/7 on call duties.
Salary Range: $46.99 – $58.75 per hour (non-exempt, represented)
