Adams County is seeking a positive, organized individual to provide project oversight and compliance monitoring of subrecipients for US Department of Treasury programs, including Emergency Rental Assistance (ERA) and American Rescue Plan Act (ARPA).
This is a temporary position expected to last up to 24 months. Selected candidate must be willing to work 40 hours a week.
- Communicate with the public and subrecipients of the ERA and ARPA funds program.
- Answer questions and provide technical assistance.
- Determine eligibility and provide information and resources to those who do not qualify.
- Coordinates and performs subrecipient monitoring to ensure that the subaward is used for authorized purposes, in compliance with Federal statutes, regulations, and the terms and conditions of the sub-award; and that sub-award performance goals are achieved. This includes performing an annual evaluation of each subrecipient's risk of noncompliance with Federal statutes, regulations, and the terms and conditions of the sub-award.
- Monitors and evaluates information and provides a written summary of review findings to subrecipients and leadership.
- Serves as point of contact for the public, property owners/managers with the Adams County programs funded by US Treasury Programs.
- Works independently to conduct reviews of information and documentation in cases for completeness and compliance with grant provisions and laws, policies and regulations.
- Prepare evidence in support of legal actions taken by the County; appear in court as necessary; testify at hearings and in court proceedings as required. Proficiently navigates online systems, databases, and works with Microsoft Office applications.
- Responsible for tracking multiple cases and entering data and information into a program database.
- Maintains confidentiality while assisting with sensitive matters and information.
- Identifies irregularities and missing documentation in program cases and determines most appropriate course of action.
- Provides recommendation to leadership on issues that require action or attention.
- Composes formal memos, correspondence, and documents.
- Assists clients with courtesy, respect and in an unbiased fashion.
- Ability to follow oral and written instructions, procedures, and regulations.
- Ability to juggle competing priorities.
- Demonstrate the ability to monitor and identify compliance issues and report to appropriate leadership.
- Demonstrate the ability to work independently and also in a team setting.

- Completes time sheets/records for payroll purposes and/or for billable hours.
- Ensures that all program complaints are referred to the appropriate staff member or agency. Refers callers/visitors to appropriate staff as needed.
- Operates a personal computer, telephones, copiers and other general office equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, or other system software.
- Possesses a courteous, professional, and helpful attitude.
- Ability to respond effectively and positively to feedback.
- Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.

Experience:
- Two (2) to four (4) years of experience, including grant management experience.
- Subrecipient monitoring experience is preferred.
- Working experience with the public is also preferred.
Education and Training: High School Diploma or GED.
License or Certificate: None
Background Check: Must pass a criminal background check
Weekly Hours - At least 40 hours
