The City participates in the Florida Retirement System (FRS), which offers a choice of either a Pension Plan (defined benefit) or an Investment Plan (defined contribution)*. The City contributes an amount to the selected plan that is determined by the State Legislature. In addition, employees make a bi-weekly mandatory contribution, as determined by State Legislature (currently 3% of eligible earnings), through payroll deduction on a pre-tax basis. Employees in the Pension plan are vested according to the date of membership in the FRS. Employees who begin FRS participation prior to July 1, 2011 are vested after six (6) years of FRS – covered service. Employees who begin FRS participation after July 1, 2011 are vested after eight (8) years of service. The Pension Plan benefit is determined based on a multiplier and average salary of the employee's highest paid years. The number of paid years and normal retirement guidelines are determined by the date of membership.
The Investment Plan benefit is based on the performance of selected funds over time. There is no age requirement that must be met to receive a benefit under the Investment Plan; vesting is after one (1) year of service.
- Employees who are currently retired and have received retirement benefits from the FRS will not be eligible for a retirement benefit, pursuant to state legislation.
The City also offers a 457 Deferred Compensation Plan with ICMA, which allows voluntary employee contributions up to the maximum amount defined by federal legislation with additional contributions allowed for employees at least 50 years of age. Traditional and Roth IRA Plans are also available for employees to make contributions through payroll deduction.
