Marion County Health & Human Services seeks a highly motivated individual to support the county’s COVID-19 response efforts. This position will be part of the COVID-19 Outbreak Team conducting outbreak investigations with community partners in the long-term care, congregate and school settings. The ideal candidate will be a self-starter, enjoy working with members of the community telephonically, be customer service and detail oriented. This includes but is not limited to entering case information into a database, providing guidance, education, and follow-up.

The ability to provide great customer service and strong communication will be crucial to have success in this role. This is an exciting opportunity to grow your skills, experience and help the community as part of the Public Health workforce.

GENERAL STATEMENT OF DUTIES
Participates in the planning, organization and implementation of a health education program for a specific population served by the Health Department. This may include providing intervention services, technical support and other professional services to public and private medical communities.
SUPERVISION RECEIVED
Works under the general direction of a supervisor who assigns and reviews work for conformance to department policy. May also take direction from a Health Educator 3.
SUPERVISION EXERCISED
Supervision of employees is not a responsibility of positions within this class.

Typical Duties - Duties include, but are not limited to the following

Case Investigation

  • Receives reports of persons confirmed, suspected or having a presumptive case of COVID-19; interviews the cases via telephone to gather information necessary for public health case investigation and contact tracing
  • Provides health education via telephone on ways to prevent the spread of COVID-19 to others
  • Accurately and correctly enters case information into the Oregon communicable disease data systems
  • Handles confidential information with discretion and professionalism and in compliance with state and federal HIPAA and other privacy/confidentiality requirements
  • Shows empathy to distressed individuals, and conduct all work in a trauma-informed, equitable, and unbiased manner, interacting effectively with people of different cultures and socio-economic backgrounds without judgment
  • Utilizes strong organizational skills though prioritization of tasks asking the right questions and correctly evaluating the information that is provided
Long-Term Care Facility Outbreaks (LTCF) and Congregate care, Schools or Worksite Investigations ( LTCF/Congregate Care/Schools)
  • Receives reports of positive LTCF or congregate care outbreak or school outbreaks
  • Enters accurate information into the Oregon Communicable Disease data system for outbreaks
  • Provides accurate health education via telephone and e-mail to facilities using the Long Term Care Healthcare-Associated Infection toolkit for COVID-19
  • Provides health education to all facility staff and residents about COVID-19 symptoms and preventive measures
  • Ensures facilities have implemented facility wide control measures
  • Monitors cases and facilities reports updates case logs
  • Participates in a variety of stakeholder and partner calls to assist facilities and congregate care sites
Worksites
  • Provides health education to workers around COVID-19
  • Utilizes an excel spreadsheet to accurately enter worksite information to monitor worksites
  • Provides education to worksites to ensure control measures for prevention of spread of COVID-19 are implemented
  • Works with other department’s such as environmental health to coordinate needed inspections
  • Performs other job duties as assigned by your supervisor.
Response Level 2: In the event of an emergency, employee makes a reasonable effort to report to work. Employee may be required to perform duties outside of their regularly assigned duties. Employee may be requested to work an extended or flexible schedule. Staff at this response level must complete Incident Command System 100 and 700 on-line or in-person training.

Requirements for the Position

EXPERIENCE AND TRAINING

  • Bachelor's degree with specialization in education, public health, health, nursing, sociology, psychology or social sciences; and one year of related experience which may include an internship; OR
  • Bachelor's degree with a minor in education, public health, health, nursing, sociology, psychology, or social sciences; and one and a half years related experience which may include an internship; OR
  • Bachelor's degree; and two years experience in education, public health, health, nursing, sociology, psychology, or social sciences; OR
  • Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.

NECESSARY SPECIAL REQUIREMENTS
  • Must possess a current driver's license in the applicant's state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business.   • Final candidate must provide own transportation and must provide and maintain proof of personal automobile liability insurance, at a minimum, in the amount required by Oregon Law (ORS Chapter 806).
  • The finalist for this position will be required to pass a criminal history background check; however, conviction of a crime may not necessarily disqualify an individual for this position.
  • This position may be subject to the following: Must not be excluded from participation in the federal health care programs (Medicaid, Medicare and other federally funded programs that provide health benefits); AND must not be excluded from participating in federal procurement (Federal Acquisition Regulation) and non-procurement activities (Executive Order No. 12549).
  • This assignment is represented by a union.
  • This is a full-time position, which is eligible for overtime.
  • Typical work schedule Monday - Friday, days, with flexibility depending upon the needs of the program or department.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the objectives, principles, theories, and practices of health education and the organization and functions of public health; basic life sciences, sociology, community and social organization, and of modern educational theory, literature and techniques; strong communication skills.

Ability to practice successful negotiation and persuasion skills; effectively conduct investigations by interviewing, verifying facts, and documenting information; make constructive evaluations of public health education curricula, programs, methods and accomplishments.

PHYSICAL REQUIREMENTS
Operates a motor vehicle; sees using depth perception; stands; sits; moves about the work area; climbs 1 floor of stairs; lifts up to 20 lbs.; pushes, pulls, and carries up to 40 lbs.; moves carts weighing up to 40 lbs.; operates a keyboard; speaks clearly and audibly; reads a 12 pt. font; distinguishes colors; hears a normal level of speech; works in areas that may be uneven or exposed to dust.
