Position Overview
The Division of Rehabilitation Services (DRS) is the state’s lead agency serving people with disabilities committed to diversity, equity, inclusion, accessibility, and racial justice. The mission of the Division is to assist individuals with disabilities in achieving their goals of employment, education, and independent living. This position serves as the Hispanic Services Statewide Specialist providing technical assistance and support to community-based programs and organizations in the development, implementation and monitoring of areas which are pertinent to meet the vocational needs of Hispanic/Latino and LEP individuals. The Division of Rehabilitation Services is seeking to hire a dynamic and organized manager with strong leadership and communication skills.
Job Responsibilities
Serves as Hispanic Services Statewide Specialist for Division of Rehabilitation Services (DRS) programs serving Hispanic/Latino community and Limited English Proficient (LEP) customers.
Provides technical assistance and support to community-based programs and organizations in the development, implementation and monitoring of areas which are pertinent to meet the vocational needs of Hispanic/Latino and LEP customers.
Analyzes service delivery systems for Hispanic/Latino and LEP customers.
Serves as full-line supervisor.
Develops and coordinates statewide meetings for staff serving Hispanic/Latino and LEP customers
Presents to a variety of audiences to discuss services available to Hispanic/Latino and LEP customers
Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
Requires knowledge, skill, and mental development equivalent to completion of four (4) years college with course work in a social or human services field.
Requires three (3) years progressively responsible administrative experience in a health or human services organization.
Requires the ability to speak Spanish at a colloquial level.
Preferred Qualifications (in priority order)
Three (3) years of professional experience working with state and federal rules and regulations related to vocational rehabilitation programs including the Rehabilitation Act and amendments, the Workforce Innovation and Opportunity Act, the Americans with Disabilities Act, and the Grant Accountability and Transparency Act.
Three (3) years of professional experience utilizing state and federal rules, policies and procedures governing the vocational rehabilitation program, analyzing service delivery systems, and working with labor market information and workforce trends as it relates to the Hispanic/Latino population.
Three (3) years of professional experience working with Hispanic/Latino population in a public or private organization understanding the social and cultural impact on this population and services.
Two (2) years of professional experience providing technical assistance and support to community- based organizations and programs to meet the needs of a targeted population.
Two (2) years of professional experience interacting and communicating clearly and tactfully with a wide range of individuals including state agency officials, public, legislators, employers, internal and external stakeholders, community services providers, and employees.
One (1) year of professional experience preparing in various and accessible formats presentations to a variety of audiences related to services available to a targeted population.
Condition of Employment
1. Requires ability to travel statewide.
