MUST HAVES:

1. Program Manager must have 10+ years of experience Managing Federal programs as a contractor, which translates to 15-20 years of total professional experience.
2. The candidate MUST have PMP or PgMP certification.
3. The candidate MUST have experience as a Human Capital Consultant OR their management experience has to be around projects within the Human Capital Consulting contract area.
4. The candidate MUST have experience managing geographically diverse teams and minimum dollar threshold of $10 million plus/
5. The candidate MUST have task order management and response experience.
6. The candidate MUST have demonstrated experience managing multiple task orders under an IDIQ or BPA.
7. The candidate MUST HAVE experience within as a contractor/consultant in the Human Capital vertical.
8. Work will be done remote but the candidate must be able to travel to 14 sites and headquarters (likely up to 50% travel, assuming it is safe to do so).

Your responsibilities will include (but not limited to):

  • Provide leadership and management for the enterprise-wide human capital support services
  • Responsible for contract performance, which may be accomplished across multiple locations and accountable for overseeing performance of multi-functional project teams
  • Ensure program activities meet the client's work objectives and serves as a primary liaison with clients to coordinate activities, negotiate tasks, and solve problems
  • Develop project plans that identify key issues, problems, approaches, performance metrics and resources required.
  • Design processes to address identified problems
  • Establishes team membership and negotiates time commitments and resource allocation. Motivates team members and facilitates team meetings
  • Acts as liaison, problem solver, and facilitator
  • Manages and directs managers and supervisors, who directly report to the Program Manager
  • Act as SME and advisor on significant organizational challenges as it relates to Human Capital
  • Create and maintain relationships with the customer across the enterprise
  • Maintain internal corporate project documentation such as Past Performance repository and resumes for staff.
  • Anticipate and responding to task orders through technical solutions, level of effort identification, pricing, and identification of key personnel.
  • Ensure Exceptional CPARS on all task orders, without exception
  • Produce and brief monthly program status to HQ
  • Responsible for performance management, professional development, coaching, and awards for all team members

Education and Certifications:

  • Bachelor's degree in related field and master's degree preferred.
  • PMP or PgMP certification is required.
  • Strategic Workforce Planning Certification desired or achieved within 30 days of hire (partially reimbursed).

Skills:

  • End to end Strategic Workforce Planning and Organizational Transformation SME.
  • Ability to read, analyze, and interpret the most complex documents.
  • Ability to respond effectively to the most sensitive inquiries or complaints.
  • An experienced leader with appropriate industry experience, preferably in the software field.
  • An energetic, forward-thinking, and creative individual with high ethical standards and an appropriate professional image.
  • A strategic visionary with sound technical skills, analytical ability, good judgment, and strong operational focus.
  • A well-organized and self-directed individual who is "politically savvy" and a team player.
  • An intelligent and articulate individual who can relate to people at all levels of an organization and possesses excellent communication skills.
  • A decisive individual who possesses a "big picture" perspective and is well versed in systems.
  • Excellent writing skills.
  • Must be able to travel to Customer sites as required

Experience:

  • Minimum 10 years federal program experience leading projects/programs in the human capital career field direct or in support of NASA, DOD and / or other Federal Agencies with 15 to 20 years total professional work experience
