The Performance Improvement and Accountability Division (PIAD) of Denver Human Services is seeking a Human Services Investigator for the Program Integrity team. This is an opportunity for a highly skilled Investigator looking for a challenging environment, with complex cases, working closely with Attorneys and the legal system within a diverse community of colleagues and clients. The primary focus of the Denver Human Services (DHS) Program Integrity team is addressing client fraud related to financial benefits from programs such as Food Stamps, TANF or Medicaid. In addition, the Unit handles matters related to employee fraud at DHS. The Unit establishes claims for founded investigations and recovers funds from overpayments resulting from fraud, household and agency errors. DHS was one of the first agencies in the United States to use investigators to assist department staff in determining eligibility and identifying violations of public assistance programs. Our unit has continuously provided investigative support services to our agency since that time.
As a Human Services Investigator, you will be expected to:
  • Locate and interview victims, witnesses, and suspects for information pertaining to the investigation
  • Conduct home visits to client's residence to determine household composition and income
  • Determine investigative technique; gather, analyze and preserve evidence; determine the presence or absence of fraudulent activity
  • Prepare investigative reports with recommendations for future management of the case
  • Organize case materials for review with other law enforcement staff and applicable City agencies subsequent to filing with the court or civil litigation against the city
  • Prepare affidavits for arrest warrants, search warrants, and subpoenas
  • Serve parties involved in legal action, and may prepare interrogatories, production requests, and answers in civil litigation. Deliver testimony in court as an advisory witness
  • Instruct individuals in the detection and avoidance of hazardous or fraudulent activities
  • Mediate between governmental agencies and clients over conflicting claims about services, and prepare court exhibits
  • Assign work to support staff, train new staff members, and provide performance feedback
About You
Our ideal candidate has:
  • Bilingual proficiency in English and Spanish
  • Experience with Government Assistance Programs such as Temporary Assistance for Needy Families (TANF), Food Assistance, Medicaid, Denver County Child Care Assistance Program (CCAP) and a working knowledge of the Colorado Benefits Management System (CBMS)

  • Education: Bachelor's Degree in Business or Public Administration, Criminal Justice, Corrections, Psychology, Sociology, or a related field
  • Experience: Three (3) years of experience conducting comprehensive investigations of cases
  • Education & Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of posthigh school education
  • Additional appropriate education may be substituted for the minimum experience requirements

Although our full pay range is included above, the budgeted hiring range for this position is $30.82 - $39.29 based on education and experience.
