Marion County Health and Human Services is looking for an organized, innovative, effective communicator, and a great team player to assist the Human Services Division in meeting the department's mission: To create a safe and welcoming environment where all people can access high quality health and human services and are supported to achieve their highest level of health. This position will work closely with the Human Services Division leadership, programs, and internal and external partners to implement and monitor the division's action plan and priorities; develop and maintain the division's policies and procedures to ensure they reflect current and best practices, regulations, and state and federal laws; and coordinate with QA/QI and strategic planning personnel within the division and department to develop, coordinate and monitor effectiveness of policies, projects, and program performance. The successful candidate will have relevant educational and professional experience that demonstrates understanding of project coordination, public policy, working in local government, and emerging and evidence based practices, resources and materials related to human service programs. Additionally, the successful candidate will have experience supporting high performing, diverse teams and making data driven decisions.

GENERAL STATEMENT OF DUTIES
Perform a variety of professional management tasks that have department-wide scope and impact, including program development, preparing and analyzing project budgets, and analyzing contractual and administrative operations.

SUPERVISION RECEIVED
Work under the supervision of a department head or designee.

SUPERVISION EXERCISED
May provide leadership and direction to assigned support staff in relation to special projects or assignments.

Typical Duties - Duties include, but are not limited to the following

Supports Human Service Division Strategies, Policies and Action Plans

  • Performs a variety of professional management assignments of a division wide scope, including analysis of fiscal, administrative, and operational activities.
  • Consults with the Division Director and division leadership in recommending and establishing policies concerning programs within the division.
  • Develops and refines division wide strategies, policies and action plans to improve program quality and performance.
  • Defines tasks and required resources needed to implement projects, strategies, policies and action plans, including guidance to managers concerning budget, administration, human resources, policy and strategic issues.
  • Administers special division related projects and programs of a limited scope.
  • Works with department Strategic Plan Coordinator, other division Policy staff, IDD Advisory Committee, as well as community partners, stakeholders and subject matter experts, to implement the department and division strategies, policies and action plan.
  • Keeps abreast of policy and program activities of various internal and external policy stakeholders and authorizing agencies (i.e. EHR, HIPAA, OTIS, ODDS, ODHS, OHA), that may affect the management of program/division services and data, including analyzing, evaluating and making recommendations to division leadership about the impact on program/Division strategies and processes.
Supports Human Services Division Performance Management
  • Oversees administrative projects of a limited scope; facilitates agreements with project participants regarding assignments and ensures completion of work within agreed upon time lines.
  • Coordinates with Quality Assurance Coordinator to support performance management efforts.
  • Measures project performance and tracks deliverables using appropriate systems, tools and techniques.
  • Maintains appropriate documentation and evaluate overall project results and outcomes.
  • Assists in conducting evaluation studies of specific division projects or programs and presents results orally and in written reports.
  • Prepares, negotiates, administers and monitors contractual services agreements; serve as liaison with service providers.
  • Conducts surveys, studies and investigations; prepare recommendations for proposed changes including their estimated fiscal and organizational impact.
Other Duties
  • Interpret pertinent laws and governmental and departmental regulations to the public in person and through correspondence; resolve difficult public relations problems.
  • Represents the division at meetings internally and externally with other agencies and the public.
  • Analyzes the utilization of information technology in the accomplishment of performance goals.
  • Assist in the implementation and ongoing support of the new Electronic Health Record System
  • Work closely with other departmental staff to align divisional and department wide efforts
  • Participates on department-wide committees and workgroups to support the implementation and measurement of department strategic initiatives.
  • Travels to meetings and work sites where Human Service Division programs are located to support project planning, design and implementation.
  • Other job duties as assigned by your supervisor.
Response Level 2: In the event of an emergency, employee makes a reasonable effort to report to work. Employee may be required to perform duties outside of their regularly assigned duties. Employee may be requested to work an extended or flexible schedule. Staff at this response level must complete Incident Command System 100 and 700 on-line or in-person training.

Requirements for the Position

EXPERIENCE AND TRAINING

  • Bachelor's degree in public or business administration, accounting or a related field; AND
  • Two years of responsible experience which includes independent research, design and methodology, and management analysis; OR
  • Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.

NECESSARY SPECIAL REQUIREMENTS

  • The finalist for this position will be required to pass a criminal history background check; however, conviction of a crime may not necessarily disqualify an individual for this position.
  • This assignment is represented by a union.
  • This is a full-time position, which is eligible for overtime.
  • Typical Schedule: Monday - Friday, 8:00 am - 5:00 pm, with flexibility depending upon the needs of the department.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the principles and practices of public administration and of the principles of sound organization and management; financial principles and practices in local government, and of budget preparation and administration techniques; organizational processes and design; the principles and practices of statistical analysis and data collection.
Ability to research and analyze issues and procedures; write clear and concise reports; ability to prepare a budget and to evaluate budgetary requests; conduct and evaluate surveys and special studies; prepare recommendations and to communicate effectively in both oral and written form; prepare and deliver oral presentations; establish and maintain positive working relationships with coworkers and the public; lead, direct, and participate in training and evaluating personnel.

PUBLIC SERVICE LOAN FORGIVENESS
Marion County is a qualifying public employer for the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness Program, full-time employees working at the County may qualify for forgiveness of the remaining balance on Direct Loans after 120 qualifying monthly payments under a qualifying repayment plan. Questions about your loan eligibility should be directed to your loan servicer or the US Department of Education.
