This recruitment will establish an employment list to fill current and any future vacancies within the Tulare County Information Technology (TCICT) Department . Current vacancy is with the Tulare County Information Technology (TCICT) Department Located in Visalia.

Typical Duties

The IT Network Administrator will assist in planning and implementing of the overall strategic goals of Tulare County’s network system, carry out Network tasks assigned and perform scheduled maintenance on the Network; assume the role of Network monitoring using monitoring tools; perform initial trouble shooting; perform observational tasks and make recommendations for conduct and proactive maintenance; possess familiarity with standard concepts, practices, and procedures within the network operations field; relies upon hands-on related problem solving experience and generally accepted standards to plan and accomplish goals; perform a variety of networking tasks and usually works under general supervision; provide on-going support of LAN, MAN and WAN that ensures the client’s business cycles will not be impacted during upgrades or maintenance; perform weekly and monthly network administration tasks relative to network accessibility and availability; perform network hardware installations, modifications, monitoring, and diagnostics as well as problem resolution, design, and implementation and administration of the VolP network.

Employment Standards

Education: Completion of two years of college course work in computer science, information technology or related field.

Experience:
Level I: Requires work experience to provide knowledge of network administration, network design, and construction of LAN, WAN, with two years of VoIP experience. Level II: Requires one (1) year as a Network Administrator I (which includes at least 2 years of VoIP experience.) OR three (3) years' experience in network administration, network design, and construction of LAN, WAN, and two years of VolP experience.

Knowledge of
– Clear understanding of each of the seven layers of the OSI model; understands and is familiar with IP Networking and sub-netting, VPN, firewalls, switches, routers; maintain knowledge about current security incidents, threats, and available tools for network security; knowledge of Cisco VolP Systems, and POE Cisco Switches; Cisco series switches, routers, and familiar with Cisco VPN & firewalls; Level II: requires additional experience troubleshooting and network design and implementation.
Skill/Ability to - Must be able to create and maintain complex router configurations to support Call Manager applications, familiar with voice gateways; understand the concept of a NOC and some experience with Network Management protocols and utilities; experience with network sniffer and analysis tools; make recommendations to improve and protect the security of the client’s information, networks, and systems, experience with VoIP management software and utilities, and VoIP troubleshooting experience; and ability to manage multiple projects and daily work load at the same time. Level II: requires complex resolution of problems.

DESIRABLE EMPLOYMENT STANDARDS:
Completion of any of the following certification programs:
  • Cisco Certified Network Associate (CCNA)
  • Cisco Certified Internet Engineer (CCIE)
  • Certified Information Systems Security Professional (CISSP)
  • Certified Voice Professional (CCVP)

Conditions of Employment
Candidates selected will be required to pass a pre-employment drug and alcohol screening.
Additionally, a background investigation may also be conducted. Some job classes may also require a physical exam.

Benefit Amount: An annual benefit amount is provided and may be applied towards health insurance premiums (medical, dental, vision and life). This benefit is pro-rated and paid on a pay period basis (24 pay periods).

Health Insurance: A choice of PPO and HMO medical plans which include PPO and HMO dental plans and include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP).

Retirement: The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

Paid Holiday Leave: 12 set days and 1 personal holiday.

Vacation Accrual:
2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11+ years of service)
Limit of 300 hours.

FLSA exempt employees accrue an additional 5 days of vacation per year.

Sick Leave Accrual: 12 days per year with unlimited accumulation, 50 hours of which may be used toward family sick leave.

Group Term Life Insurance and AD&D: $10,000; Provided by Standard Insurance Company.

Disability Insurance: Employees are covered by State Disability Insurance. The premium is paid by the employee.

Deferred Compensation: A voluntary deferred compensation plan is available.
