The Illinois Department of Revenue is seeking to hire a highly motivated and organized individual to join the Labor Relations Office to serve as a Labor Relations Specialist reporting to the Labor Relations Manager. The ideal candidate will have experience working in a professional environment involving confidential and sensitive information as well as having experience working with labor relations, union contracts and managing projects assigned by the Labor Relations Manager. The candidate will need to be able to communicate effectively with other Program Area’s staff and management teams.

Job Responsibilities

  • Subject to management approval, investigates disciplinary actions received from Illinois Department of Revenue (IDOR) supervisors/managers and/or internal security staff to be filed against employees.
  • Develops, prepares and conducts orientation and training programs for managers, supervisors and others in the field of contractual agreements, changes or revisions thereof and interpretive bulletins, arbitration rulings, IDOR interpretations, IDOR employee handbook, CMS Labor Relations Manual, disciplinary processes, performance evaluations processes, etc.
  • Attends and participates in third level grievance hearings with the Labor Relations Manager and travels, as necessary, for such hearings.
  • Meets and/or confers with IDOR managers, supervisors and employees, answering inquiries and providing highly technical advice pertaining to labor contract interpretations, personnel rules, State Pay Plan and IDOR policies and practices.
  • Assists the Labor Relations Manager in coordinating and administering the statewide labor and employee relations programs and activities of bargaining unit members, involving a variety of bargaining units.
  • Conducts studies and surveys of existing and proposed programs and labor relations legislation as to benefits, merits and irregularities affecting IDOR.
  • Serves as technical advisor and consultant on layoff and/or office closing issues.
  • Actively participates in master contract and supplemental negotiations.
  • Assists Program Administrators, Director's Office, Human Resources staff and IDOR management staff with reorganization plans, procedural implementation, layoff actions, closing of offices, strike plans, etc., where adverse impact of human resource/labor relations are evident.
  • Performs various managerial functions in the Labor Relations Office in the Manager's absence, e.g., provides advice and guidance to the Director on policy matters, acts as an authoritative representative to resolve problems, etc.
  • Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.


Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with courses in business or public administration.
  • Requires prior experience equivalent to three (3) years of administrative experience in a public or business organization.

Preferred Qualifications

  • Four (4) years of experience working in the field of labor relations.
  • Four (4) years of experience participating in the grievance process.
  • Two (2) years of experience interpreting union contracts, employee handbooks, legal documents, policies and procedures.
  • Two (2) years of experience working with various levels of management and with union representatives in a labor relations or human resources capacity.
  • Two (2) years of experience drafting various types of disciplinary documents, memorandum of understanding, stakeholder reports, etc.
  • Two (2) years of experience participating in collective bargaining agreement, supplemental agreement, or memoranda of understanding negotiations.
  • Two (2) years of experience presenting information to a wide variety of professional audiences.
  • Two (2) years of experience working with human resources staff, specifically payroll, transactions, and hiring, regarding personnel issues.

Conditions of Employment

  • Requires the ability to successfully complete a tax compliance and fingerprint-based background check.
  • Requires the ability to travel.
  • Requires the ability to work outside normal hours of work to include overtime.
  • Requires the ability to use and secure a state issued mobile device, e.g., cellular phone, laptop computer, tablet, etc.
