ORGANIZATIONAL DEVELOPMENT OFFICER (HR OFFICER)

SALARY: $90,500 - $115,000 dependent upon qualifications and years of experience; Relocation assistance is available

We are seeking an exceptional training and development professional to contribute to our Organizational Development section. The ideal candidate is a subject matter expert in adult education who has a history of developing and administering training programs in coordination with managers and colleagues. Projects will emphasize both the quality of the user experience with training components and users’ mastery of content for compliance and job competency purposes.

JOB DUTIES

  • Anticipates, develops, coordinates, conducts and evaluates education and in-service programs for employees within the East Hawaii Region, primarily focused on non-clinical content
  • Organizes and leads weekly new hire orientation program, working with staff within HR and other departments to ensure appropriate access is created
  • Conducts educational programs based on review of materials including The Joint Commission, Federal and State standards, patient care evaluations, position descriptions and performance evaluations
  • Functions as a training and education consultant and resource to staff throughout the region
  • Create and implement competency-based learning roadmaps and full-scale project plans and associated communications documents
  • Serve as the primary point of contact with the East Hawaii Region’s learning management system/computer-based training vendor; serving as the lead team member in contract negotiations and discussions (including facilitating new bids, as needed)
  • Provide reports on system usage, identifying trends and providing recommendations

EDUCATION REQUIREMENT: Graduation from an accredited school of Education (or related discipline) with a minimum of a bachelor’s degree. Master’s degree preferred.

SPECIALIZED EXPERIENCE: Three (3) years of professional experience in education. Preferred requirements are a) a broad experience in hospital/system environment; b) general experience applying process focused quality management and training & development and c) background in principles and practices of healthcare operations, training & development, state and federal health care regulatory requirements.

STAFF SPECIALIST EXPERIENCE: At least one (1) year of professional experience in adult education in a corporate or healthcare setting; at least one (1) year of professional experience administering and developing training and education programs using a learning management system.

SUPERVISORY APTITUDE: The demonstration of aptitude or potential for the performance of supervisory duties through successful completion of regular or special assignments which involve some supervisory responsibilities or aspects; by serving as a group or team leader; or in similar work in which opportunities for demonstrating supervisory or administrative capabilities exist; by completion of training courses in supervision accompanied by application of supervisory skills in work assignments; or by favorable appraisals by a supervisor indicating the possession of supervisory potential.

CERTIFICATION: Certification in Learning & Development or Training Development from an accredited program must be obtained within one (1) year of employment.

Must be available to work shifts, weekends, and holidays as necessary, based on hospital operations (services are provided 24/7).

MEDICAL EXAMINATION REQUIREMENT: Offers of employment will be contingent on successfully passing a drug screen and other regulatory medical requirements such as, but not limited to a tuberculosis (TB) screen. The cost for drug screening shall be borne by the Hawaii Health Systems Corporation.

COVID-19 VACCINATION REQUIREMENT: COVID-19 vaccination is a condition of employment for Hawaii Health Systems Corporation. After receiving a conditional offer of employment, all prospective new HHSC employees are required to be fully vaccinated against COVID-19. New employees are required to provide confirmation of their full vaccination status by presenting their CDC vaccination card or VAMS Certificate prior to their start date.
