Position Summary:
This position has primary responsibility for the year-round, day-to-day management, operation and maintenance of the specified County Park(s) and Caretaker house and other assigned County Park(s) and/or associated County facilities (Virmond County Park, Clay Bluffs Cedar Gorge Nature Preserve, Ulao Creek Nature Preserve, Lion’s Den Gorge Nature Preserve - see Park Management Districts). Duties and responsibilities include: management, operation and maintenance of all forms of activities relating to public usage of the specified County Park(s); management/maintenance of park structures, shelters and other buildings; management of pavilion/shelter and other park (e.g. camping) reservations and reservation finances (collection and deposits); community relations and outreach with user groups and general public regarding such activities; maintenance of the grounds/landscaping and recreation areas and facilities (e.g. playgrounds, tennis courts); maintenance of facilities and buildings including Caretaker house, storage/maintenance buildings and grounds; golf course maintenance tasks; tree planting and protection; tree removal and pruning; invasive species management; enforcement of Ozaukee County Park ordinance(s), rules, policies and regulations; maintenance and regular care of Parks division vehicles, other equipment (e.g. mowers, chainsaws) and supplies; record keeping and management of supplies and materials; and assist in providing day-to-day supervision for Parks division seasonal employees and contracted (e.g. Conservation Corps) or volunteer groups. Occupy and live in County-owned housing (Virmond County Park) during employment as a condition of employment.
DESCRIPTION OF JOB:

  • 40%* Provides for the year round, day-to-day management, operation and maintenance of the specified Ozaukee County Park(s) (e.g. Waubedonia County Park, Virmond County Park, or Mee-Kwon County Park) and other assigned County Park(s) (e.g., Clay Bluffs Cedar Gorge Nature Preserve, Ulao Creek Nature Preserve, Lion’s Den Gorge Nature Preserve) or associated County facilities (e.g. Hawthorne Hills/Shady Lane Maintenance, Herbert H. Peters Youth Camp, County Fairgrounds), including maintenance of park structures, fixtures, recreation areas and equipment (e.g. playgrounds), shelters and buildings; maintenance and up-keep of Park division vehicles and equipment (e.g. tractors, mowers, chainsaws, weed eaters, small equipment); report all equipment and vehicle damage to Parks Superintendent and Director; maintain vehicle and equipment maintenance log; cleaning and upkeep of restrooms; entrance gate opening/closing; trash pick-up and disposal; grounds/landscaping upkeep and maintenance; trail, picnic area and playground maintenance; maintain firewood supply and sale of firewood; maintenance of tennis courts, ball diamonds, soccer fields and volleyball courts for public use; management and maintenance of winter park recreation including sledding, ice skating and crossing country skiing (as relevant – e.g. Mee-Kwon County Park, Tendick Nature Park); park signage maintenance and replacement; park sign and picnic table construction and assembly – particularly in off season; maintenance of water lines for overwintering and reopening following public health requirements; snowblowing and snow removal/plowing as specified (e.g. Parks and Ozaukee Interurban Trail); maintain Caretaker house, furnace, well, grounds/landscaping around house, garage(s) and barns; grass mowing and trimming; plant flower bed at entrance(s); invasive species management including herbicide and pesticide spraying, tree removal and pruning; tree planting and protection; and other items as specified in a written Parks Maintenance Plan by the Parks Superintendent and/or the Park Master Plan as specified by the Planning and Parks Director. Perform golf course tasks such as mowing and spraying as assigned by the Golf Course Superintendent and/or Planning and Parks Director, during the golf (summer) season. Manage, supervise and coordinate with contracted and partner groups (e.g. Conservation Corps groups – AmeriCorps NCCC, WisCorps, GLCCC, MCSC, etc.) and volunteers on work tasks as well as arrival, scheduling, reviews and housing/camping needs.

30%* Manage and take Park reservations for shelters, lodging (e.g. HH Peters Youth Camp), camping and other Park use reservations. Manage the reservation finances using Department protocols including: documenting reservations and fees, tracking fee collection and deposits, and managing and tracking other sales (e.g. firewood). Respond/Follow-up promptly to reservation requests and provide a high level of coordination with users and user groups (sports leagues, schools, campers, etc.), non-profit organizations and the general public using the Park and facilities. Provide coordination with volunteer parks “friends” groups. Manage hunting at specified parks (e.g., Lion’s Den Gorge Nature Preserve and Little Menomonee River Fish and Wildlife Preserve). Provides communication of Park ordinance(s), rules, regulations and policies to user groups and Park users. Provides for the check-in/check-out inspections, cleaning and preparation for the next reservation at specified sites (e.g. Camp sites, H.H. Peters Youth Camp building). Responsible for fees collection and key/code distribution for accessing the rental facilities or areas (e.g. gates) at the specified County Park. Performs community relations activities in dealing with the general public and assists in marketing the use of the County Park facilities.

  • 15%* Supervises and manages day-to-day activities in the Park of seasonal Parks division staff to undertake the maintenance of the County Park grounds, facilities and buildings. Coordinate with Parks Superintendent and Planning and Parks Director on any major infrastructure, construction, grading, capital improvements, or repairs in the specified County Park. Prepare monthly report and other record keeping for Parks Superintendent on Park activities. Follow Park Master Plan and Maintenance Plan as available for a given Park.

10%* Responsible for observation, communication and enforcement of County Park (and Ozaukee Interurban Trail) ordinance(s), rules, policies and regulations including notification of the Ozaukee County Sheriff’s Department (or relevant Police Department – City of Mequon, Village of Fredonia) for ordinance violations. Responsible for notifying the Parks Superintendent, Golf Course Superintendent and/or Planning and Parks Director regarding vandalism, damage, and/or police/Sheriff reports.

5% Performs other duties, particularly in the off-season (e.g. winter), as assigned by the Parks Superintendent and/or Planning and Parks Director.

SUPERVISION RECEIVED:
Assigned to the Planning and Parks Department under the Parks Division, prepares reports for the Parks Superintendent and/or Planning and Parks Director. Reports directly to the Parks Superintendent, who will coordinate with the Golf Course Superintendent on golf course tasks, and all tasks with the Planning and Parks Director. Independently allocates time to meet objectives following established procedures and priorities established by the Parks Superintendent and/or associated written Plans. Duties are performed with minimal day-to-day supervision. The incumbent follows rules, regulations and policies as set forth by the County Board, Natural Resources Committee, Finance Committee and the Planning and Parks Department.

Provides work task supervision for up to four seasonal parks maintenance staff. The following apply to this supervision a, b, c, d and h (recommend only).
JOB REQUIREMENTS:
Education: High School Diploma. Technical College or College Degree preferred. Herbicide and pesticide applicators license are desired. Valid Driver’s License. Prefer Commercial Driver’s License.

Experience: *Three years of progressively responsible work experience in parks maintenance and management, park and recreation, landscape management, golf courses, environmental science, forestry, biology, ecology, applied ecology or a closely related field and a minimum of one-year supervisory experience along with progressive work experience in public relations, maintenance, facilities, carpentry, landscape equipment use, and mechanical knowledge. Three years demonstrated professional experience in home remodeling skills including carpentry, plumbing, electrical, roofing and mechanical maintenance skills. Driver’s License required.

WORK ENVIRONMENT:
The work environment characteristics are representative of those an employee encounters while performing the essential functions of this job. Valid driver’s license required. Outside and inside work environment, including, but not limited to, occasional severe weather conditions, extreme heat, cold, wet, humid and/or rainy conditions. Loud noise, electrical, chemical and gas hazards. Responsible for park openings and closings and park reservations and management outside of normal work hours (e.g. weekends and evenings) including irregular hours and days. Standing, walking, sitting, stooping, kneeling, crouching, and climbing using arms, legs, and feet. Balancing, bending/twisting, stretching, and reaching. Ability to lift and carry 75 lbs. Ability to push, pull or move 100 lbs. or more. Responsibility to be “on call” for emergencies and coordination with Sherriff or Police for enforcement of Park ordinance(s).
