Summary/Objective
The procurement Manager is responsible for developing processes and procedures consistent with the goals of the company. This individual will establish and maintain vendor relationships and utilize their business acumen to deliver advantageous terms. The procurement manager is experienced in contract negotiations and will deliver cost-saving measures while not compromising quality. The manager will perform risk assessment and possess a sound understanding of market conditions. The manager will interact with key employees to determine the business needs and develop strong relationships with business stakeholders. The procurement manager will supervise the work of the department and delegate tasks when necessary.
Essential Functions
- Act as liaison between the business (Finance, Operations, and other departments) and strategic vendors to lead the initiative and continually improve procurement processes and systems
- Sourcing and engaging reliable suppliers and vendors based on the needs of the business
- Negotiating with suppliers and vendors to secure advantageous terms
- Performing risk assessments on potential contracts and agreements
- Vendor compliance COIs, W9
- Reviewing existing contracts with suppliers and vendors to ensure favorable terms and conditions.
- Ensuring that an appropriate number of redundant contacts are in place
- Reviewing and negotiating new contracts and pricing
- Establish controls and procedures around PO process
- Developing innovative and cost-effective procurement strategies
- Controlling the procurement budget and promoting a culture of long-term savings on procurement costs
- Fleet Management Oversight
- Working closely with the company legal department to make sure contracts and terms are favorable
- Keep abreast of changing industry trends and changes in Rosewood’s operational needs
- Material ordering and construction job costing
- Conduct analyses of business needs and lead the development and documentation of necessary workflows, processes, procedures, and work instructions.

Preferred Qualifications
- At least 5 years as a Procurement or Purchasing Manager, preferably in the construction industry with a deep understanding of best-in-class procurement business practices
- Procurement system experience a plus
- Bachelor’s degree in Business, Accounting, Finance, or Supply Chain
- A clear understanding of best practice Financial Controls, designing operational and implementing Procurement tools.
One or more certifications:
- SPSM Certification from the Next Level Purchasing Association
- APICS Supply Chain certifications
- Certified Professional in Supply Management (CSPM)
- Certified Purchasing Professional (CPP)
- Certified Professional Purchasing Manager (CPPM)
- Certified Green Purchasing Professional (CGPP)
- Certified Professional in Distribution and Warehousing (CPDW)
- Certified Professional Purchasing Consultant (CPPC)
Preferred Knowledge, Skills, and Education
- Math and finance knowledge – procurement managers are good at basic math and are familiar with financial fundamentals.
- Superb negotiation skills. Procurement managers are skilled negotiators who know their way around a purchasing agreement. They can negotiate with potential vendors and suppliers to create a mutually beneficial agreement
- Strong project management and organization skills and the ability to manage competing priorities.
- Proven track record in cost reduction.
- Metrics-driven, with the ability to exercise and operate independently.
- Attention to detail – procurement managers are very analytical, and they pay close attention to details. They can catch even the smallest mistakes and correct them quickly
- Excellent written and communication skills. Procurement managers are skilled communicators, especially since they constantly correspond with internal and external customers
- Experience with cost codes and budgetary analysis
- Understanding PO systems and tracking POs through job tracking
