This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.
This position serves the Division of Mitigation Services and supports Division personnel, works in a highly complex, high risk marketplace, responsible for the procurement of service contracts as well as the procurement of a wide variety of commodities. This position helps in developing detailed solicitations, managing the contract process, and conducting negotiations, as required for a range of environmental and ecological purchasing and service contracts. The position facilitates contract management functions with internal DEQ Divisions, other State Departments, and the private mitigation industry. The Position evaluates and analyzes bid documents for completeness and processes purchase orders averaging $40 to $80 million per fiscal year. The position has the responsibility to process bid solicitations, pre-bid meetings, bid openings, cost openings, and administrative contracting actions including executions, amendments, etc. in coordination with vendors, DOA P&C, DIT, DOA State Construction Office (SCO), and DEQ Financial Services Division.
The Division of Mitigation Services:
The Division of Mitigation Services (DMS) is responsible for providing compensatory mitigation for streams, wetlands, riparian buffers, and nutrients that are impacted by development and transportation projects. The Division provides all planning, implementation, and disposition associated with restoration, enhancement, creation and preservation for the 17 river basins and in the State. DMS manages the development of comprehensive mitigation projects worth $75 million annually. The staff of DMS requires extensive knowledge of the Clean Water Act, biology, engineering, mitigation ecosystems, process management, data and financial information management, measurement and analysis, and public relations.

To qualify for this position, applicants must document on the application that they possess ALL of the following:
Documented experience in developing, negotiating and/or managing contracts.- Demonstrated knowledge of state or federal procurement laws or regulations, contract law, purchasing practices, accounting principles or method in relation to purchasing needs or contracts.
- Demonstrated experience in evaluating, analyzing, processing, and/or executing bid documents, openings, solicitations, and/or meetings.
- Documented experience utilizing procurement methods, procedures, and/or processes for purchases.
- Completion of the North Carolina Procurement Manual Training Program (six courses) within one year of hire.
- Completion of the NC Contract Manager NCCM Certification within one year of hire
Bachelor's degree from an appropriately accredited institution and two years of procurement experience; or equivalent combination of education and experience.
