The Undersea Technology Analysis Group (UTAG) within SPA supports the Navy and other government organizations with timely and objective capability assessments, technology evaluations, and strategic planning that integrate the technical, operational, programmatic, policy, and business aspects of undersea warfare (USW) and broader Navy issues. #CJ #IN123
Responsibilities:
The candidate will support a NAVSEA UARC manager (NAVSEA 00U) and act as a senior-level program analyst providing program management support to the University Affiliated Research Center (UARC) Office. Support will consist of research, development of background data, tracking requirements placed on University contracts, program integration and management, and business strategy support. This will include supporting contract security, compliance, financials, vehicles, budgeting, and closeout.

The candidate will support contract security CMMC 2.0 and NIST 800-171 compliance, providing UARC lead engineer program/contract management support which may include execution, financial tracking and management, comprehensive reviews, Department of Defense for research and engineering policy, security oversight and review of requirements for the UARCs, and close-outs. The candidate will also analyze and evaluate new initiatives, technologies, and programs to meet mission requirements. This task will be in support of government program managers by developing, managing, and evaluating contractual documentation and deliverables from the prime system integrator in support of system design and development acquisition milestones as well as developing reports and briefing materials as needed.

Required Qualifications:
  • Bachelor’s degree in a relevant field (Cyber Security, Technology Management, or relevant field )
  • Minimum of 15 years of relevant professional experience demonstrating proficiency in areas discussed above. This may include working in support of the Department of Defense, an armed service, or a related position (such as think tanks, Congressional staff, UARCs/FFRDCs, or other defense contractors)
  • Program/contract management background. Knowledge of financial management, security oversight, database management, requirements review, and defense acquisition process
  • Proficient in the use of Microsoft Office products, including Word, PowerPoint, and Excel
  • Experience with Cybersecurity Maturity Model Certification (CMMC) regulations and NIST 800-171 standards
  • Active Top Secret Security DoD clearance
