The Baltimore City Department of Housing and Community Development is seeking a Program Coordinator for our Development Division.
Agency Overview
The Baltimore City Department of Housing and Community Development (DHCD) was created in 1968 to consolidate local community development efforts with housing and building code enforcement. With over 400 employees, DHCD strengthens City neighborhoods by attracting investors, developers, and homebuyers. Through the administration of Community Development Block Grant (CDBG), Home funds, City bond funds, and other creative financing mechanisms, DHCD’s finances and guides strategic development projects to meet housing and neighborhood needs. To hold property owners accountable and keep neighborhoods safe, DHCD monitors construction and building activity and enforces the City's building, fire, zoning, and related codes, as well as provides energy conservation services.
A Program Coordinator plans and coordinates the activities of the Affordable Housing Trust Fund (AHTF) and Inclusionary Housing programs that will promote and support fair and affordable housing throughout Baltimore for extremely low-income families. The Program Coordinator will assist the Director of Grants Administration (Director) and Affordable Housing Trust Fund Manager in conducting the research analytics, budget and financial administration, communications, and policy administration and strategy functions to ensure the success of the Affordable Housing Trust Fund. The work of this class involves no supervisory duties or responsibilities.
Essential Job Functions
  • Assists the Director and Affordable Housing Trust Fund Manager with assessing, developing, implementing, and evaluating the Affordable Housing Trust Fund’s (AHTF) principles and policies in compliance with the grant award guidelines for Baltimore City.
  • Assists Director and Affordable Housing Trust Manager with management of the Inclusionary Housing program.
  • Plans and coordinates the activities of the AHTF and Inclusionary Housing program, which includes developing long-range-goals, organizing activities, ensuring compliance with program standards, and evaluating outcomes.
  • Assists the Director and Affordable Housing Trust Fund Manager with engaging and collaborating with internal and external stakeholders regarding financial assessments.
  • Maintains critical documents pertaining to budget and financial operations of the AHTF and Inclusionary Housing program.
  • Assists in the development of procedures according to policies, to ensure compliance with state, federal and local law.
  • Writes reports and pulls accomplishment data on program activities for submission to superiors and others.
  • Monitors and reports on project progress.
Required Knowledge, Skills, and Abilities

  • Knowledge of the basic techniques of program administration or business management.
  • Knowledge of principles, practices and techniques of program development, implementation, and evaluation.
  • Knowledge of standard processes involved in contract management or procurement.
  • Knowledge of grant funding requirements.
  • Knowledge of customer relations.
  • Knowledge of basic Federal, State, and Local grant procedures.
  • Outstanding verbal and written communications skills with attention to detail.
  • Ability to communicate effectively and to present research results orally and in writing.
  • Ability to plan organize, implement, and administer a program or operation.
  • Ability to utilize common business software.
  • Ability to develop and install program procedures.
  • Administrative ability.

Education and Experience
A Bachelor’s degree from an accredited college or university and three (3) years of experience (7 years preferred) in planning, evaluation or coordination of a program or business or operation. Equivalent combination of education and experience.
Compensation
This career opportunity offers a comprehensive benefits package and a salary range of $66,300 - $106,331.
