The Institute for Innovation and Implementation at the University of Maryland, Baltimore School of Social Work has an opening for a Program Director for Infant and Early Childhood Mental Health Consultation (IECMHC) position to join the Institute’s Parent Infant Early Childhood (PIEC) team. The Institute’s PIEC team provides training and technical assistance to guide systems and programs in their efforts to improve outcomes for young children and their families across several local and statewide programs, including Maryland’s Infant and Early Childhood Mental Health Consultation workforce and the state-wide Pyramid Model efforts. This position will serve as key leadership role within our work funded by the Maryland State Department of Education (MSDE), and will be responsible for overseeing the coordination of technical assistance to programs and jurisdictions implementing IECMHC services, providing management and supervision of workplans and grant deliverables, and be responsible for developing and facilitating the day-to-day activities and events of the training and program support teams, to include a variety of routine professional and analytical assignments involving the practical application of management principles and techniques. Essential Functions
  • Direct the day-to-day activities and quality of technical assistance support provided to MSDE as well as engaged jurisdictions and programs.
  • Conduct, compile, and synthesize research, best practices, and data on specific topics at the request of MSDE and local teams within the state participating in the work. Develop presentations, briefs, articles and other forms of content dissemination. Participate in the development and implementation of dissemination strategies.
  • Work with lead PIEC management in developing project goals and milestones, and manages technical assistance activities to ensure alignment with objectives and timelines. Develop internal capacity, infrastructure, systems and procedures for planning, managing, tracking and achieving goals and outcomes. Support innovations that improve project quality, expand impact, and encourage growth and sustainability. Ensure strategies and procedures are compliant with regulations, contract requirements, and organizational guidelines.
  • Collaborate with the evaluation team on creating systems to collect data, monitoring program activities, and facilitating use of data collection systems by programs.
  • Develop project budgets and carry out expenditure analysis on a timely basis and work with the project team to re-program funds where necessary in order to achieve project priorities.
  • Track and monitor subcontractor compliance with reporting requirements and work with the PIEC team to create quarterly reports for MSDE.
  • Perform other duties as assigned.
Qualifications

Education: Bachelor’s degree in Public Health, Social Work, Sociology, Psychology, Public Policy, Public Administration, or other related field.
Preferred Education: Master’s degree in Public Health, Social Work, Sociology, Psychology, Public Policy, Public Administration, or other related field.
Experience: Six (6) years of program oversight including program planning, budget, and coordination.
Preferred Experience: Prior experience working in children’s behavioral health. Experience within the IECMH Consultation workforce. Experience with reflective practice, preferably reflective supervision.
Supervisory: Two (2) years of direct management experience required.

  • Demonstrated knowledge of early childhood and classroom assessments, including the Devereux Early Childhood Assessment (DECA), Ages & Stages Questionnaire Social Emotional (ASQ SE), Climate of Healthy Interactions for Learning and Development (CHILD), Teaching Pyramid Observation Tool for Preschool Classrooms (TPOT) and The Pyramid Infant-Toddler Observation Scale (TPITOS).
  • Demonstrated knowledge of infant and early childhood mental health consultation, and social emotional curriculum, EBPs and best practices.
  • Ability to establish goals, structures, and processes necessary to implement a mission and strategic vision. Ability to make independent decisions that are a matter of significance. Skill in leadership, coaching, and teambuilding skills to strengthen and cultivate relationships. Strategic and analytical thinking skills with an ability to solve problems and make decisions.

The Hiring Range for this position is in the mid $90,000s to low $110,000s, commensurate with education and experience.
