SUMMARY OF DUTIES:

The Project Controls Manager – Capital Delivery Project Controls (CAPD PC) is responsible for developing, using and improving existing enterprise tools, systems and work processes to drive effective management control and reporting on cost, schedule and progress measurement for a high complexity project or a moderate complexity program. This person will work with all Delivery Arms in Capital Delivery to fulfilling data collection requirements for project reporting and administration via the Project Controls Toolset. The individual in this role will manage the reporting functions for the department and lead a project controls team in data collection by working in unison with project controls practitioners throughout Capital Delivery.


ESSENTIAL FUNCTIONS:

  • Works with the project, program leadership and controls teams primarily in Capital Delivery across Delivery Arms and serves as a liaison between project staff and the EPMO Program Management Office and/or Finance
  • Leads capital planning data collection for project intake, project change requests, and annual capital submissions in compliance with Project Controls and Enterprise requirements
  • Performs related analysis of collected information to identify issues, missing data and needed updates and ensures corrections are made
  • Maintains CAPD Annual Capital Plan data in the CAPD PC Intake Tool
  • Ensures project budget requests and/or adjustments for cycle and off cycle Reprogramming’s are entered into the CAPD PC Change Request (CR) Application, AIMS Finance system, and tracked to closure
  • Uses complex data and process information to compile and produce reports for various audiences
  • Supports project management teams’ compliance with CAPD change management processes and associated requirements from Finance to obtain funding for stakeholders
  • Develops and manages support processes for cost capture on reimbursable projects
  • Integrates performance management and progress data with scheduling and estimating teams to support enterprise schedule and budget performance reporting
  • Develops or implements reporting mechanisms on project performance against plan, such as dashboards or presentations for the project delivery and reimbursable portfolios and feeds the pertinent data to ensure a cohesive picture of the program and/or portfolio, including variance analysis required to defend departmental results.
  • Supports procurement function within a region or program
  • Supports project management team in administrative review of vendor invoices
  • Monitors cost and expenditure reports and internal charges for labor and material for proper allocation of charges, identifies exceptions, and proposes corrections via journal entry
  • Supports project management team in monitoring actuals against forecast and soliciting accruals, reversals (journal entries), or capitalization pursuant to attained progress
  • Supports implementation of CAPD PMO project / program management directives
  • Develops and keeps project controls business processes or tools associated to assigned functions
  • Leads, supervises, and trains other staff in performing the support functions above
  • Leads quality checks and audits on project data, defining requirements for such checks
  • Supports internal status review meetings, Governance and Change Control Boards
  • Partners with internal and external stakeholders such as Federal Railroad Administration, Departments of Transportation and outside agencies for the reimbursable portfolio
  • Adheres to Amtrak Enterprise Project Management Methodologies

MINIMUM QUALIFICATIONS:

  • Minimum 7 years of relevant work experience with a Bachelor’s degree or an equivalent combination of education and work experience
  • PMP in good standing, or ability to obtain certification within 12 months of hire
  • Demonstrated project controls and financial skills (project financial reporting, project progress reporting, metrics)
  • Strong project management and time management skills
  • Strong focus on collaboration, team building, and customer service
  • Effectiveness working diplomatically across teams with varying objectives
  • Strong oral and written communication skills across all levels
  • Ability to organize and present project portfolio reports, proposals, and other related portfolio information
  • Experienced SharePoint, Microsoft Application Suite including but not limited to Excel, Word
  • Ability to learn various Amtrak systems such as SAP, Ariba on Demand, Maximo and AIMS
  • Must have work authorization in the United States

PREFERRED QUALIFICATIONS:

  • 9 years of relevant work experience with a Bachelor’s degree or an equivalent combination of education and work experience
  • Advanced Excel skills
  • Knowledge of contracts and contract administration including assessment and implementation at each phase of the project.
  • PMI-SP, PMI-RMP, CCP or PSP certification
  • Six Sigma Green Belt or hands-on process improvement experience
  • Experience with SAP
  • Experience with PowerBI and/or PowerApps
  • Experience with estimating and/or scheduling applications (Primavera, MS Project, RS Means)
  • Experience with databases
  • Transportation Industry background


COMMUNICATIONS AND INTERPERSONAL SKILLS:

Must have excellent oral and written communication skills.


The salary/hourly range is $110,500-$143,200. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
