Purpose: T47 International is seeking one (1) candidate to serve the Massachusetts Army National Guard (MAARNG) as a Psychological Health Coordinator (PHC).

Period of Performance (PoP): The Period of Performance shall be a base of nine months and one (1) twelve-month extension option.

Place and Performance of Services: The PHC provides services between the core work hours of 0900-1500 Monday through Friday. The PHC may be approved for any authorized work schedule available to full-time National Guard employees. This effort will require occasional services on weeknights and weekends. The PHC’s primary places of performance are Hanscom AFB, Fort Devens, Joint Base Cape Cod, Natick, Reading, Wellesley and Concord Massachusetts. Occasional performance may be required at National Guard facilities throughout the Commonwealth of Massachusetts.

Salary: 80k – 85K

Special Qualifications:

· Possess and maintain a valid, unrestricted independent clinical license issued by the Commonwealth of Massachusetts as a Licensed Independent Clinical Social Worker (LICSW) or a Clinical Psychologist.

· LICSWs must have the following qualifications:

o Possess and maintain a license to practice as a Licensed Independent Clinical Social Worker in the Commonwealth of Massachusetts IAW 258 CMR 3.00 and/or future legislation.

o Earned a masters or doctoral degree in clinical social work from a graduate program fully accredited by the Council of Social Work Education.

o Minimum of two years of post-LICSW experience in the practice of clinical social work. Shall have a minimum of five years of full time clinical experience post MSW, with a minimum of two years post-LICSW.

o Possess and maintain an active (unexpired) Basic Life Support (BLS) certification.

o Demonstrate the ability to work independently without direct supervision and function as a member of a team.

· Clinical Psychologist. A Clinical Psychologist shall have the following qualifications:

o Possess and maintain a license to practice independently in the Commonwealth of Massachusetts IAW 251 CMR 3.00 and/or future legislation.

o Earned a doctoral degree in an applied field of psychology from a graduate program fully accredited by the Commission on Accreditation of the American Psychological Association.

o Completed an internship approved by the American Psychological Association.

o Minimum of five years of post-licensure experience in the practice of clinical psychology.

o Possess and maintain an active (unexpired) Basic Life Support (BLS) certification.

o Demonstrate the ability to work independently without direct supervision and function as a member of a team.

The PHC must possess the required technical skills and expertise to perform the functions with minimum guidance. Technical skills required include Personal Computer (PC) proficiency, specifically Microsoft Word, Excel, Outlook, SharePoint, and Standard Installation/Division Personnel System (SIDPERS). Technical skills preferred include MEDCHART, Medical Protection System (MEDPROS), MEDPROS Web Data Entry (MWDE), Behavioral Health Data Portal (BHDP) and Medical Operational Data System (MODS).

Additional preferred skills include:

· Experience with the military, such as prior military service or military family member or military family volunteer, is highly desirable.

· Demonstrated competency in assessing, planning, implementing, and evaluating clinical care and prevention services provided.

· Demonstrated leadership qualities including professional verbal and written communication skills, flexibility to prioritize complex situations, decision-making skills, and professional development through participation in continuing education and professional organizations.

Psychological Health Professional Services:

· Provide reliable and regular updates of all activities involving the Psychological Health section. Updates shall occur through (but are not limited to) monthly contractor participation in: scheduled medical case management meetings, profile review boards, clinical case consultation, peer consultation and completion of MEDCHART Behavioral Health Reporting Tool.

· Coordinate with existing MA ARNG resources and community resources to include behavioral health officers (73A/73B), behavioral health technicians (68X), military medical providers and their support staff, federal civilian behavioral health personnel, sexual assault response program staff, equal opportunity/equal employment staff, chaplains and religious support assistants, family programs staff, warrior resilience & fitness staff, R3SP staff, veteran service officers, non-profit community partners, national and local military support organizations, and local/national community service organizations with the goal of increasing health outcomes, decreasing distress and improving medical readiness and Soldier quality of life. Through working with these existing and any future identified resources the contractor shall suggest methods to improve the policies or practices of addressing psychological health concerns of Soldiers and/or family members. Non-clinical coordination with family, social, spiritual, financial and emotional support programs available to service members (SM) and their families is expected. Clinical care coordination shall occur with and on behalf of Soldiers and family members with entities outside of the MA ARNG to include Military Treatment Facilities (MTF) providers, VA providers, network Tri-Care providers, non-network Tri-Care providers, private insurance providers and community health providers.

· Perform initial screening evaluations at health readiness events and conduct follow-up psychosocial intake evaluations in accordance with local standard operating procedures. Psychological Health Coordinators are expected to utilize available information from outside sources to include clinical interviews, psychometric testing, and reports from collateral sources, as appropriate.

· Provide follow-up clinical case management services with each Soldier (either face to face or via authorized telehealth platforms) who has been identified as requiring case management services, determined to have a duty limiting psychological health condition, or are enrolled in or referred to the Army substance abuse program. Case management services as identified above should occur at a minimum of monthly (more frequently if clinically indicated). Each encounter shall be documented in MEDCHART eCase or any future identified system of electronic health record.

· Provide consultation services to medical providers, command teams and identified support staff within the MA ARNG pertaining to psychological or behavioral health conditions and the impact of identified conditions on SM job performance, medical readiness, recovery from physical health injuries or illnesses, ability to interact with family systems. Consultation shall also occur related to importance of engagement in care and adherence to treatment plans and the potential impact of failure to treat identified conditions.

· Participate in an on-call rotation to provide 24/7 clinical coverage of the behavioral health access line. Calls will be forwarded to the cell phone of the on-call clinical provider on a rotating basis; while the line is not advertised as and is not considered a crisis line, calls must be answered or voicemail checked and calls returned within two hours of receipt. On-call schedule and back-up on call schedule will be drafted in coordination with the supervisory psychological health coordinator and maintained and approved by the COR / ACOR.

· Provide services to Soldiers, eligible family members, military medical providers and military leaders in accordance with current Standard Operating Procedures. Psychological healthcare services are defined as direct care provision, clinical assessment and intervention, clinical case coordination, non-clinical case coordination, critical incident support, health promotion activities, prevention activities and support activities.

Mental Health Awareness and Wellness Promotion.

· Engage in health and wellness promotion activities which include but are not limited to Mental Health Awareness events, Suicide Prevention initiatives, Yellow Ribbon Workshops, and Family Days. Upon request PHCs facilitate psychoeducational sessions related to the identification and treatment of psychological health issues, maintaining connection, improving communication, suicide prevention, sleep hygiene, risk reduction, stress management, resiliency, and identification and engagement in positive coping mechanisms.

· Critical Incident Event (CIE) Support. PHCs provide service during and following critical incidents (challenging events that have the potential to create significant human distress and can overwhelm the usual coping mechanisms of a service member or a family member). The service shall be comprehensive, phase sensitive, and integrate a multi-disciplinary approach to crisis intervention. PHCs perform services in accordance with the Standard Operating and Clinical Policies and Procedures Manual.

· Clinical Crisis Intervention Services: PHCs provide emergency assessment, phone consultation, outreach, emergency medication management coordination, crisis case management and assistance with referrals to higher levels of care (to include residential treatment, detoxification, or inpatient services) to Soldiers as clinically indicated. Clinical crisis intervention services must be documents in the electronic system of record and outcomes briefed to the Director of Psychological Health or their designee within the time period specified in the local SOP. If duty limitations are indicated as a result of the clinical evaluation, communication of such limitations with command elements and unit military medical providers shall occur.

· Critical Incident Response Services: PHCs provide services to help individuals exposed to critical incidents to identify and cope with their responses to these events. Services consist of consultation with command and explanation of and potential provision of “psychological first aid” to affected members with the intent to minimize the harmful effects of stress during crisis or emergency situations. Service include pre-incident training and post-incident services.

· Services are provided to eligible service members, military family members, and limited services to eligible military connected minors to support the overall psychological health readiness of the force.

· The primary users of the Massachusetts Army National Guard Psychological Health Program is any National Guard Service Member (SM) (current or former) and/or his/her family members (FM). However, no SM from any military branch will be turned away who is seeking crisis intervention or clinical referral services. Family of NG SMs will be provided assessment and referral services if their concern is related to the SM and his/her service in the National Guard.

· Psychological Health Care Services. PHCs provide clinically appropriate services including but not limited to: psychological health screening, intake and assessment, treatment planning and monitoring, short term solution focused interventions, clinical coordination, command consultation, case management, referral to ancillary and affiliate military and community service providers and psychological health providers and facilities, clinical re-assessment and treatment monitoring. These services shall be conducted in person, through authorized telehealth platforms and via email/fax upon completion of requisite release of information.

· PHCs provide short term, solution focused therapy (identified as up to twelve (12) encounters) for Service Members in order to resolve identified symptoms or to act as a bridge to long-term care.
