Duties
(Summary continued) The position modifies standard methods, evaluates the effectiveness of information, and adapts approaches in developing new informational materials aimed at enhancing the understanding of recipients.
As a PUBLIC AFFAIRS SPECIALIST (Title 5) with the Texas National Guard, your duties will include, but will not be limited to:
- Explains public affairs policies and procedures and resolves most problems that arise.
- Identifies potential problems or areas of friction and advises management officials concerning the causes of the problems and suggested methods for resolving them.
- Responds to requests for information, materials and support; and plans and conducts community engagement activities with community officials and groups.
- Researches, drafts, coordinates, produces, and reviews public affairs products such as, web-based content, photographs, videos, news and feature articles, news releases, talking points, fact sheets, briefings, speeches and scripts, newsletters, and other materials. These items are designed with the objective of effectively communicating agency activities, programs, and policies to a variety of internal and external stakeholders.
- Coordinates the planning and development of complex, high level public affairs assignments in support of commander's programs and priorities.
- Creates new, adapts, or modifies accepted communication campaign formats to reach a target audience with a specific message.
- Performs other duties as assigned.

Appointment Factors: This is a Title 5 Excepted Service position.
Area(s) of Consideration: Currently employed T32/T5 full-time permanent, indefinite and temporary personnel of the Texas Army or Air National Guard or current and former (with completed National Guard Bureau Form 22, or National Guard Bureau Form 22A showing Honorable or General Discharge Under Honorable Conditions) members of the Texas Army or Air National Guard.
Remarks:
- Must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment.
- Must be able to obtain and maintain a Secret security clearance within 1 year of appointment.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
- Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
- May occasionally be required to work other than normal duty hours; overtime may be required.
- Selectee is required to complete SE1-260 requirements within six months of employment. Selectee must complete the DoD Public Affairs Qualification Course within two years of employment; or, for on-board personnel, complete the course within two years from the appointment date to this position description.
- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

Qualifications
Experience, education, or training in administrative, professional, investigative and/or technical work. Experience evaluating information and/or utilizing analytical skills to disseminate effective communication. Experience applying written and oral communication principals, practices, techniques and methods serves as the foundation for the completion of assignments. Experience using computers and automation systems.
Specialized Experience:
To qualify at the GS-11 grade level your resume must include relevant experience with beginning and ending dates of employment reflecting at least 12 months experience, education, or training equivalent to the GS-09 level in the Federal Service or equivalent pay band in the Federal Service, or equivalent private sector which includes: Experience involving a thorough knowledge of writing and communication principles, methods and techniques that relate to public affairs of the military. Experience developing new information materials including news releases, fact sheets, brochures, booklets, broadcast spots, etc., that increase communication with the agency's audiences. Experience responding timely and appropriately to requests for information concerning agency programs and services. Experience conducting research to locate archived subject specific print and broadcast media materials and utilizes this as historical background material for developing current articles on the same subject or issue. Experience applying statistical methods to the analysis of public affairs program effectiveness and efficiency in reaching established goals and objectives. Experience determining if controversial information should be released for internal/external public use. Experience communicating practices, clarifying or articulating rationale for their decision and/or approach. Experience building effective relationships with media representatives, community groups and other internal/external audiences. Experience resolving issues that are controversial with many and often divergent opinions which require deeper analysis to identify specific issues for discussion. Experience communicating an organization's position in a manner that is not offending or inflammatory. Experience making on-the-spot presentations to audiences with opposing points of view or erroneous understanding of agency positions.
Substitution of Education for Specialized Experience:
Education achievements are allowed as substitutions for the Specialized Experiences portion only. Basic Qualifications must be still be met. Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related meets the requirements for GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. A high school diploma or general education development (GED) diploma is required. An undergraduate degree from an accredited college/university is optimum but not required.
