Job description
Through the gathering of information, this position will conduct analysis to identify and report on any trends and findings identified as part of the review. This position will complete assignments related to subsequent actions from the Facility Intervention Team Staffing meetings. This position responds to short term or emergency requests with little turnaround time for completion.
The position routinely interacts with all internal and external stakeholders involved in each of the assignments, including DPFS State Office staff from all divisions and field staff and all levels. Represents RCCI at meetings, conferences, workgroups, and other events. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Performs other duties as assigned.
The position may be required to attend 4 weeks of training, possibly in a different location than headquarters.

Performs highly advanced consultative, technical and research functions in support of the RCCI HM Division.
Researches, analyzes, and develops written reports regarding facilities evaluated by the Facility Intervention Team Staffings (FITS).
Evaluates the operation's RCCI abuse/neglect/exploitation investigation records and compliance history in Child Care Licensing Automated Support System (CLASS) and IMPACT and sources information from investigators, supervisors, and program administrators involved in investigations at the operation.
Collects and analyzes previous and current regional and State Office FITS notes and data reports to conduct research, determine trends and develop recommendations.
Manages the completion of administrative reports, analyses, research requests and legislative analyses.
Manages the development and preparation of presentations, reports, communications, and responses to requests for program information.
Develops and coordinates completion of written assessments, memos, reports, and other written communications.
Provides consultation to ensure reports, memos, agreements and other written documentation are completed within established timelines.
Develops findings and conclusions from research and develops assessments and recommendations to mitigate child safety issues.
Develops and recommends next steps for facilities and children to address safety, trends and promote compliance.
Plans, organizes, and facilitates internal and external meetings and workgroups.
Represents RCCI HM at meetings, conferences, workgroups, and other events.
Provides professional guidance, consultation, and technical assistance to caseworkers, supervisors, field managers, placement staff, SSCC staff, contract staff, child care licensing, child protective services, and child care investigative staff regarding program policies, procedures and activities.
Tracks and reports progress on all open abuse/neglect/exploitation investigations at the operations that are on FITS and escalates any immediate safety concerns identified to the manager.
Develops and maintains current and historical records outlining issues discussed in the regional FITS meetings, including an analysis of the impact on child safety.
Provides consultation and guidance in regional FITS meetings by providing regular updates regarding State Office FITS meeting discussions and recommendations, collects information from regional FITS meetings, and analyzes regional and State Office FITS meeting data, issues and trends.
Develops recurring and ad-hoc reports regarding issues and trends for State Office and Regional FITS meeting data.
Plans, develops, implements, and monitors special projects and other data-driven initiatives associated with RCCI HM and monitoring activities.
Coordinates the completion of specialized research projects and the development of studies, analyses, assessments and evaluations of legislative and other program initiatives and activities and develops written findings and recommendations.
Identifies project-related risks and issues, develops risk mitigation strategies, provides ongoing project status communications and produces project deliverables.
Develops special project monitoring tools, communication plans and performance measures to ensure project deadlines and milestones are met.
Performs other duties as assigned.

General knowledge of DFPS Residential Child Care Contract requirements.
General knowledge of Residential Child Care Licensing (RCCL) Minimum Standards for General Residential Operations (GROs) and Child Placing Agencies (CPAs) and RCCL monitoring practices.
Ability to research and write administrative reports.
Proficiency in Microsoft Software, IMPACT 1.0, IMPACT 2.0, and CLASS.
Ability to evaluate and interpret laws and rules governing child abuse and neglect investigations.
Ability to gather, track and report on data; analyze data to identify anomalies and patterns.
Ability to apply a critical and analytical approach to problem solving.
Ability to understand new information effectively and quickly.
Ability to review and evaluate operation performance through input from field staff, external stakeholders and review of management reports and special studies.
Strong verbal and written communication skills including the ability to create presentations and facilitate presentations.
Ability to develop working relationships with internal and external stakeholders.
Ability to plan, organize, and facilitate internal and external meetings and work groups for ongoing program operations.
Ability to prioritize and manage multiple responsibilities and to plan, implement, and meet deadlines.

Three years experience in child care investigations, child protective investigations, or closely related program.
Two years experience in the analysis of complex quantitative and qualitative information, developing recommendations and action items to address concerns, authoring written reports detailing findings and recommendations and/or verbally presenting complex information in a clear and concise manner.
Experience in technical work that includes analysis of work problems having an administrative aspect, interpretation of complex written materials, or planning, organizing, and coordinating requirements for support services or program operations.
Graduation from an accredited four-year college or university
Supervisory experience in the field of child care investigations or child protective investigations preferred, but not required.
