Introduction
The Wisconsin Department of Children and Families (DCF), Division of Family and Economic Security (DFES), Administrator’s Office is currently recruiting to fill a Safe Access for Victims’ Economic Security (SAVES) Project Manager - Project position. This position may allow hybrid work for a portion of the work schedule up to 90% depending on the employee’s preference and needs of the work unit. This position requires the employee to be in office for in person meetings - Bureau wide, Division Wide and SAVES grant meetings with participating counties. Some travel may also be required. Any hybrid work flexibility that may be available will be discussed in more detail in the interview process.
For positions that do allow hybrid work flexibility, employees may need to report to a DCF office location on short notice. There is no mileage reimbursement when traveling to the headquarter location. Our DCF locations are in the following cities: Madison, Milwaukee, Waukesha, Green Bay, Eau Claire, Wisconsin Rapids, La Crosse, Rhinelander, and Fond du Lac. Employees need to report to the 201 W. Washington Ave. Madison, WI office or the 635 N 26 St. Milwaukee, WI office on their first day for onboarding and orientation.
High speed internet access is required to meet the needs of remote work.

Position Summary
This position oversees the development, implementation, and evaluation of the Safe Access for Victims’ Economic Security (SAVES) demonstration grant over the five-year grant period. The position is responsible to ensure local agency conformance with project requirements and assure effective high-quality services at the local level.

Salary Information
The starting salary is between $25.32 and $37.00 per hour ($52,665 and $76,960 annually), depending on qualifications. Pay for current State of WI employees will be based on the compensation plan in effect at the time of the appointment. The pay schedule/range is 07-03.
Job Details
Due to the nature of the position, final candidates will be required to complete a comprehensive fingerprint-based background investigation to determine whether the circumstances of any pending charges or convictions would be substantially related to the job being filled.
Applicants must be legally entitled to work in the United States (i.e., a citizen or national of the U.S., a lawful permanent resident, an alien authorized to work in the U.S. without DCF sponsorship.) The Department of Children and Families does not sponsor visas, either at time of hire or at any later time.
Qualifications
Minimally qualified applicants will have:
- Experience working with a grant or project management (Assisting with the development of budgets, project timelines and project goals)
- Experience working to develop a process to implement a grant or large project
- Experience performing policy analysis on human service policy issues for external stakeholders
Well-qualified applicants will have:
- Project or Grant management experience (Overseeing the development of budgets, project timelines and goals)
- Experience using various project management techniques including the development of workplan (Gantt charts, risk management techniques, etc.)
- Experience leading the development of policy analysis and presenting policy options to external stakeholders
